Job title: Facilities Management Supervisor

Team: Estates Team

Salary: £28,000 - £35,000 depending on experience

Responsible to: Property Development Manager

Responsible for: No line management duties

Role and Context

Job Purpose

To work alongside an experienced team of site management colleagues to ensure seamless operation of the property and facilities at Scottow Enterprise Park.

This is an exciting role within a major Norfolk business hub. You will operate as part of a team including Estate Management, Operations, Business Support and Maintenance. There is a mix of structured tasks to ensure compliance with health & safety and statutory regulations, alongside project-based tasks where you will be working with the team to improve site facilities.

The role of Facilities Management Supervisor will suit someone who wants to work in a collaborative and challenging environment. There is an emphasis on customer service, dealing with multiple workstreams, undertaking challenging conversations and driving changes to improve tenant experience.

Context

HIL is a wholly owned subsidiary of Norfolk County Council. The Shareholder Relationship Agreement between Norfolk County Council and HIL sets out the purpose of the company, which is to deliver economic development activities in Norfolk to support the County Council’s vision and objectives.

Responsibilities

  • Work with the Estates Team to ensure a “Health and Safety first” culture across the site.
  • Supervise implementation of planned preventative maintenance programmes, ensuring all work is conducted to best industry practice.
  • Supervise operations to ensure site facilities and services are operational and compliant. Assist in the delivery of facility improvement works and site projects.
  • Work to grow the pool of capable contractors and suppliers through positive recruitment drives using new attentive contractors / suppliers of relevant size, quality, and ability. Monitoring performance through procurement and review processes.
  • Plan and schedule third-party suppliers and contractors. Liaise with contractors and suppliers on site.
  • Manage operational site facilities and services ensuring statutory compliance. Assist in the delivery of facility improvement works.
  • Work to continuously improve processes through HIL’s internal employee suggestion scheme.
  • Manage coordination of landlord statutory compliance on site, including but not limited to asbestos management, legionella control, fire safety, electrical safety, gas safety, unit inspections and more.
  • Manage the HIL ‘Maintain X Helpdesk’ provision ensuring systems are being run correctly.
  • Support with operational recruitment and in the identification of training programmes for the team. Support in the day-to-day operational management of the maintenance team, monitoring works progress to completion.
  • To assist in maintaining the site continuity plan to include all relevant details for actions for different types of building emergencies and proposed actions to be taken. To include up to date provision for emergency contractor attendance information.
  • Supervise site security provision with regular checking of cover to ensure performance.
  • Work to improve the environmental footprint of the site by exploring ways to implement new legislation and options to reduce the carbon footprint. Maintain the EPC record and monitor EPC certification to current required standards.
  • Assist with providing research and data analysis to enable projects to proceed / provision of accurate reporting as required.
  • Manage site induction process for new tenants and businesses.
  • Manage the site hire agreement process and ensure all required agreed services are provided to customers.
  • Manage service charge records to ensure up to date and correctly administered.
  • Be responsible for ensuring estate records are up to date.
  • Carry out other duties appropriate to the nature and grade of the post, as directed by the line manager.

Other Job Information

The FM Supervisor may be expected to be an emergency responder for the site if senior management are unavailable.

You will be expected to travel to meetings, training courses and events as required to benefit your own and the site’s development.

Some flexibility on working hours may be required.

Person specification

Qualifications

Essential

  • GCSEs grade A-C in Math and English or equivalent.
  • Knowledge of health and safety regulations.
  • Experience of working within building management related environment.
  • To have or be working towards a higher-level recognised qualification related to the field of work.

Desirable

  • First Aider, Fire Marshal.

Experience

Essential

  • Experience of working within an estate management environment.
  • An awareness of commercial property, statutory compliance and working with service providers or contractors.
  • Experience managing challenging situations and programming works.
  • A track record of building strong relationships and the confidence to speak to new people and service providers.
  • Experience with procurement of goods and services.
  • Good IT Skills and experience of working with operational systems.

Desirable

  • Construction technical knowledge including statutory compliance regulations relating to FM and construction project management.
  • Experience working on large business parks or estates.
  • Experience in service charge administration.
  • Understanding of general building maintenance.
