Job summary

Department for Work and Pensions (DWP) Estates is recruiting a Programme Management professional to proactively manage project-related professional services consultancy and contractor supplier partners. You will oversee how project management services are delivered to successfully deliver a range of Capex Programmes across a large portfolio, with budget oversight and governance reporting to stakeholders.

Based in the Estates Function, you will liaise with internal teams and external supply chain

Responsibilities

• Develop and deliver a comprehensive strategy for Project Stakeholder management and engagement with senior clients, internal and external stakeholders, and supply chain partners to deliver projects.
• Define a robust process to ensure long term strategic DWP sites are fit for purpose, allowing maximum occupation to support the Authority's business.
• Evaluate and approve project feasibility reports.
• Support Financial Business Case development (FBC2) ensuring projects start with defined scope, costs and programme parameters.
• Oversee end-to-end delivery of projects within the portfolio with contractual responsibility for supplier partners delivering design and construction works.
• Support decision making on project procurement strategies.
• Lead project teams through governance, financial approval and reporting across RIBA stages.
• Take corrective action to mitigate cost and/or programme overruns and escalate as needed.
• Support Estates PMO contributions on scheduling, risk, cost reporting, compliance and sustainability standards.
• Approve detailed and technical design of projects.
• Prepare and approve FF&E schedules and procurement as required.
• Ensure Environment, Health and Safety standards are provided and non-compliance reported.
• Assist in preparing project bid documents and due diligence for main contractor selection.
• Manage project change and approval processes.
• Support independent cost management and review through estimating, cost planning, Tender, contract award to final account.
• Oversee commissioning of snagging works and hand over to Service Delivery and the Integrator for BAU, applying Government Soft Landings and BIM where appropriate.
