Qualifications

Responsibilities

• Promote and champion Noble's environmental management system for onshore and offshore employees.
• Monitor and supervise ISO 14000 management system effectiveness and provide input to leadership.
• Assist with development of programs to ensure compliance with environmental regulations and permit acquisition.
• Complete regulatory reporting and notifications as required.
• Liaise regarding environmental regulatory issues at regional and global level.
• Act as a point of contact for environmental inquiries from worldwide operations and HSE.
• Maintain inventory of hazardous materials (IHM) and coordinate annual submissions.
• Monitor emissions and waste tracking system; support environmental performance objectives.
• Develop and maintain environmental policies and procedures per regulations and continuous improvement efforts.
• Participate in ISO14001 audits and maintain relationships with internal and external stakeholders.
• Provide regular progress and statistical reports; participate in industry committees.

Promote and champion Noble's environmental strategies, policies, practices and programs, and develop, implement and improve environmental compliance for Noble's worldwide fleet. Prepare environmental statistics and regulatory and sustainability data. Perform incident reviews, root cause analysis and develop corrective and preventative actions at the global level of the organization regarding environmental incidents. Participate on the Environmental audits and Incident Review team as required. Support the regions worldwide in environmental regulation review and compliance. Perform incident trend analysis and coach operations personnel in environmental compliance, waste minimization and improvement efforts.

QUALIFICATIONS

Working knowledge of various key worldwide regulatory regimes and requirements including United Kingdom's Health and Safety Executive (HSE), Australia's National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA), Norwegian Ocean Industry Authority (Havtil), United States Coast Guard (USCG), and the United States Environmental Protection Agency (EPA). Strong knowledge of environmental management standards as promoted by the American Petroleum Institute (API), and compliance with International Convention for the Prevention of Pollution from Ships (MARPOL), International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention), International Convention on the Control of Harmful Anti-fouling Systems on Ships (AFS), and ISO standards. Familiarity with regulatory requirements affecting regional operations worldwide. Expert knowledge of health, safety and environmental management system dynamics. Experience in Root Cause Analysis and Investigative Methodology preferred. Travel is an essential job function (est. 30%, domestic, international and offshore). Excellent interpersonal skills, a high level of technical knowledge and capability and the ability to work effectively with a broad range of people from corporate leadership, regional managers and field employees to government regulatory personnel and customers. Excellent communications skills, both oral and written. Must possess a high level of integrity in all situations.

ESSENTIAL FUNCTIONS

Promote and champion the company's environmental management system for both onshore and offshore employees. Monitor and supervise the ISO 14000 management system effectiveness and provide input to leadership. Assist with the development of programs to ensure compliance with environmental regulations, permit acquisition and review effectiveness of pollution control equipment. Complete regulatory reporting and notifications as required. Liaise internally and externally regarding environmental regulatory issues at the regional and global level. Act as a point of contact and source of expertise for environmental related inquiries from worldwide operations and HSE. Support the maintenance of the Inventory of Hazardous Materials (IHM) Maintain F-Gas Registers and coordinate annual submissions. Familiarity with radiation equipment and permits. Monitor company-wide emissions and waste tracking system. Monitor global annual Environmental Management Objectives. Plan for future regulatory requirements by tracking and interpreting proposed regulatory and industry standards. Support conformance to Noble's HSE policies and procedures, strategies, practices and programs worldwide and supports regional HSE personnel in the pursuit of excellent environmental performance. Develop and maintain environmental policies and procedures, strategies, practices and programs as required by regulations and continuous improvement efforts for superior HSE performance. Identify and implement environmental training to satisfy Company, regulatory, and regional requirements. Monitor compliance with applicable statutes and regulations. Review work rules and procedures, maintain records and assist in preparing management reports in order to foster a culture focused on maintaining a safe workplace while strengthening health, safety and environmental risk initiatives. Participate on Environmental or ISO14001 internal and external audits as required. Maintain close and trusting relationships with internal customers and with external stakeholders. Participate and document internal and external audits of Noble's environmental management system for both Noble rigs and shore-based locations. Recognize environmental hazards and develop mitigation controls, drives continual improvement, and promotes practical alternatives for risk reduction and risk control measures. Support customer relations in regard to HSE activities at the global level. Provide regular progress and statistical reports as directed. Participate on industry committees and forums as required.
