Job summary

Surrey Local Authority is seeking an Environmental Enforcement Officer on an interim basis to join its environmental services team in Surrey. The role involves investigating environmental offences, gathering evidence and taking proportionate enforcement action, including fly-tipping, littering and waste duty of care breaches.

You will conduct patrols, respond to reports, and engage with residents, businesses and landowners.

Qualifications

• Experience in enforcement/regulatory/investigative role, ideally environmental services.
• Knowledge of Environmental Protection Act 1990 and the Anti-social Behaviour, Crime and Policing Act 2014.
• Experience gathering evidence and preparing case files for prosecution.
• Ability to manage a caseload and work independently.
• Strong communication and conflict management skills.

Responsibilities

• Investigate complaints and reports of environmental offences (fly-tipping, littering, waste offences, abandoned vehicles).
• Carry out patrols and site visits to identify and respond to environmental issues.
• Gather and record evidence (witness statements, photos, interviews under caution).
• Issue warnings and enforcement notices in line with policy.
• Prepare case files for prosecution and give evidence in court where required.
• Advise residents, businesses and landowners on environmental responsibilities.
• Maintain accurate case records and data protection compliance.
• Collaborate with waste, planning, licensing and community safety teams and external agencies.
