The Wheatley Group is seeking an Energy and Heat Networks Business Manager in Glasgow. It is a hybrid role with agile home-based work and travel to housing stock and group offices.

Salary: SCP 52-55 (£70,819 - £75,845)

Contract: Permanent

Work pattern: Monday - Friday

Location: Glasgow (agile home-based worker with travel requirement to housing stock and Group offices)

About the role

As the Energy and Heat Networks Business Manager, you will play a leading role in shaping and overseeing Wheatley Group's heat network operations, ensuring they deliver excellent customer outcomes, regulatory compliance and value for money. You will be accountable for the strategic, operational, financial and governance performance of our heat networks, supporting the Group's wider energy, sustainability and decarbonisation ambitions.

Working closely with senior leaders, internal service teams, local authorities, government bodies, regulators and external partners, you will lead the development and implementation of Wheatley's heat network strategy. You will ensure compliance with Ofgem's regulatory framework, establish robust governance and performance arrangements, and provide assurance to Executive Teams and Boards on heat network performance, risks and opportunities.

You will oversee customer service, billing, tariffs, investment planning, supplier performance and consumer protection arrangements, ensuring services remain customer-focused, compliant and resilient. You will also play a key role in influencing future energy solutions across the Group, supporting the development of sustainable, efficient and innovative heating services that meet the needs of our customers today and in the future.

Who are we looking for?

We are looking for an experienced and strategic leader with significant expertise in the heat networks and energy sector. You will have a strong understanding of energy regulation, heat network operations and the UK and Scottish energy policy landscape, combined with the ability to lead complex programmes, influence stakeholders and drive organisational performance.

You will be a confident communicator who can work collaboratively across a wide range of teams and external partners, while maintaining a clear focus on customer outcomes, compliance and continuous improvement. With strong commercial awareness and leadership skills, you will be comfortable managing budgets, contracts, performance frameworks and governance arrangements within a changing and highly regulated environment.

The successful candidate will demonstrate excellent people management skills, the ability to build trust and strong relationships, and a commitment to delivering excellence in line with Wheatley Group's values and organisational competencies.
