Job summary

Sheffield City Council is seeking an experienced HR Service Manager to lead employee engagement across a large, diverse organisation. You will translate strategy into practical engagement programmes that strengthen culture and performance, ensuring employee voice and wellbeing are central to change.

You will lead a small team and collaborate with leaders, unions and external partners to embed engagement, recognition and inclusion in day-to-day work.

Qualifications

• Experience leading employee engagement, culture or experience programmes in a large organisation.
• Ability to translate strategy into practical engagement activity and service improvements.
• Strong leadership and people-management skills with the ability to develop an inclusive team culture.

Responsibilities

• Lead the strategic development and delivery of the Council’s employee engagement priorities.
• Champion employee voice and ensure feedback informs decisions and improvements.
• Design and deliver engagement programmes supporting organisational transformation and Future Sheffield.
• Use workforce insight and data to measure impact and improve employee experience.
• Build trusted partnerships with leaders, managers, unions and stakeholders.
• Lead, support and develop a team of three employees.
• Manage performance, resources and risk effectively.
