Job summary

Excelcare Holdings seeks a Commercial Development Manager & Quantity Surveyor to lead development, pre-construction, and post-contract activities for care home projects from Bromley, Kent, with site work as required.

The role combines development management with client-side QS duties, requiring a qualification in Quantity Surveying, strong cost control, and excellent negotiation and stakeholder management skills.

Qualifications

• Proven experience as a Development Manager or Commercial Development Manager.
• Quantity Surveyor qualification.
• Strong commercial and cost management background.
• Experience running main contractor tender processes.
• Experience acting in a client-side EA/QS role post-contract.
• Excellent understanding of building contracts (e.g. JCT).
• Ability to manage multiple stakeholders and consultants.
• Strong negotiation, reporting, and communication skills.

Responsibilities

• Act as the client/Employer's Agent throughout construction projects.
• Lead development and pre-construction activities from feasibility to handover.
• Prepare and manage tenders, cost plans, and value engineering.
• Coordinate external consultants and procurement strategies.
• Administer building contracts including valuations, variations and final accounts.
• Chair progress meetings and ensure contract, budget, and programme compliance.
