Role Purpose

To provide high quality, strategic, and commercial legal advice to the organisation across all core business activities, ensuring it operates within its statutory framework and business model.

Key Responsibilities and Accountabilities
  • Work autonomously on complex legal matters, managing your own portfolio and collaborating with the Legal Team to deliver effective legal services.
  • Advise on the scope and extent of CITB’s statutory framework and powers.
  • Interpret statutes, statutory instruments, and other legal regulations to ensure compliance.
  • Identify legal issues early and develop strategies or solutions proactively.
  • Manage risks effectively, escalating issues as appropriate.
  • Assess threats and opportunities arising from legal and legislative changes.
  • Use persuasion and influencing skills to secure strategic, legally compliant outcomes.
  • Draft and advise on legal contracts with commercial and service providers.
  • Evaluate contractual obligations against strategic objectives.
  • Support risk management standards for contractual arrangements.
  • Protect and exploit intellectual property rights related to organisational products and services.
  • Review and improve existing contracts with senior management.
  • Provide in-house legal advice across various legal areas, including public/regulatory, contract, employment, IP, data protection, and property law.
  • Support legal aspects of levy and grant issues.
  • Contribute to the development of Legal Team practices and procedures.
  • Represent the organisation legally when required, including tribunals or courts.
  • Advise the ITA / Levy Compliance Team as needed.
  • Manage external legal service providers, ensuring quality and value.
  • Communicate external legal advice effectively within CITB.
Knowledge and Experience
Essential
  • Qualified solicitor, barrister, or legal executive with significant public sector experience, qualified in England and Wales.
  • Post-qualification experience in areas such as public/regulatory law, employment, commercial/contract law, procurement, data protection, IP, charity, property, or litigation.
  • Experience working in-house in the public sector, with recent private practice experience preferred.
  • Experience working with colleagues at all levels, including Board and Executive.
  • Strong analytical, interpretative, and communication skills.
  • Ability to manage complex caseloads and prioritize effectively.
  • Negotiation and influencing skills to achieve strategic outcomes.
Desirable
  • Proficiency in Microsoft Office Suite.
  • Experience managing external legal services and legal case management software.
