Job summary

Turner & Townsend is seeking a Project Controls Manager to lead cross-discipline teams on high-risk defence and infrastructure projects in the UK. You will define scope, establish performance baselines, and coordinate with finance and suppliers to ensure integrated cost/risk/schedule control.

Qualifications

• Proven track record delivering projects in defence or infrastructure.
• Project Controls experience across the full lifecycle.
• Experience applying two or more Project Controls disciplines with related software/tools.
• Strong understanding of how integrated controls disciplines operate.
• Proactive, curious, can-do attitude in uncertain environments.
• Strong communication and leadership with ability to influence and develop teams.
• Promotes empowerment and community building beyond delivery role.
• Academic or professional qualification in relevant field; membership in APM/PMI.
• Ability to make risk-based decisions where parameters are unclear.
• Flexible leadership style; proficient in required project controls software.
• Desire to work across sectors and with diverse clients.

Responsibilities

• Lead cross-discipline Project Controls teams on high risk, high value projects or programmes.
• Define scope with exclusions, assumptions, interfaces, and dependencies; decompose for WBS.
• Establish Robust Performance Measurement Baseline and manage change control.
• Collaborate to set contractual requirements and analyse supplier performance data.
• Ensure scope, cost, risk and schedule integration and alignment.
• Analyse Earned Value Management data to support delivery decisions.
• Liaise with Finance to generate estimate-to-complete and estimate-at-complete profiles.
• Maintain effective risk management and quantitative risk analysis.
• Support Project Managers in resource deployment and scheduling.
• Establish governance for auditable decision making; assure output quality.
• Mentor and coach team members; foster continuous capability improvement.
• Communicate delivery performance to stakeholders and drive recovery planning.
• Promote learning from experience and process improvements.
