Job summary

Turner & Townsend in Plymouth is seeking a Project Controls Manager to lead cross-discipline teams on high risk, high value projects within defence and infrastructure. You will define scope, establish a robust WBS, and coordinate performance baselines with the integrated project team.

The role requires expertise across project controls disciplines, strong leadership, and the ability to manage risk in uncertain environments.

Qualifications

• Proven track record delivering projects in highly regulated sectors such as defence or infrastructure.
• Experience across the full Project lifecycle in Project Controls.
• Experience in two or more Project Controls disciplines and their software/tools.
• Strong understanding of integrated project controls.
• Proactive, adaptable leader capable of working in uncertain environments.
• Excellent communication and leadership to manage and develop teams.
• Ability to make risk-based decisions with incomplete parameters.
• Willingness to travel within the UK as needed.

Responsibilities

• Lead cross-discipline Project Controls teams on high risk, high complexity programmes.
• Define scope using exclusions, assumptions, interfaces and dependencies.
• Establish a robust Performance Measurement Baseline and manage change control.
• Collaborate with suppliers to integrate and analyse performance data.
• Ensure scope, cost, risk and schedule are integrated.
• Analyse performance data, including Earned Value Management.
• Liaise with Finance to generate forecasts and estimates to complete.
• Ensure effective risk management and Quantitative Risk Analysis.
• Mentor and coach team members to improve capability.
• Promote governance and auditable decision making.
• Build relationships to support delivery recovery planning.
• Communicate delivery performance to stakeholders.
• Drive process improvements and learning from experience.
