Job summary

Milton Keynes City Council is recruiting a Council Homes Compliance Manager to join our Housing Maintenance and Investment service. You will lead building surveying and project management, ensuring repairs, improvements and projects keep council homes safe and compliant with housing safety requirements.

You’ll oversee damp, mould and other hazards, provide expert guidance on Awaab’s Law, and build strong relationships with residents, contractors and managers to drive timely, high‑quality

Qualifications

  • A degree or equivalent qualification and membership of a relevant professional body such as RICS or CIOB, or a commitment to achieve full membership.
  • Technical knowledge in building pathology, especially damp, mould and condensation in residential properties.
  • Strong knowledge of Awaab’s Law, housing safety legislation and the Housing Health and Safety Rating System.
  • Proven leadership to support colleagues, manage performance and promote safety accountability.
  • Contract management experience to monitor contractors, specifications, quality, costs and timelines.

  • Lead building surveying and project management across repairs, maintenance, improvements and construction.
  • Provide technical leadership on damp, mould, condensation and housing hazards identified by HHRS.
  • Support strategic planning and improvements affected by Awaab’s Law and housing safety rules.
  • Oversee contractor systems for monitoring cases, timescales, quality, costs and completion dates.
  • Manage complex or high‑risk cases and document decisions with evidence.
  • Lead, mentor and develop surveyors and supervisors to uphold housing safety standards.

Roles are either ‘site based’ or ‘home based’.

Site based roles are mainly based at the workplace, with the option to work from home for up to two days a week, depending on service needs.

The working arrangement for each role is set by the manager, based on service requirements.

Job Introduction

We’re recruiting a Council Homes Compliance Manager to join our Housing Maintenance and Investment service.

This rewarding role plays a key part in keeping our council homes safe, well maintained and compliant with housing safety requirements.

Leading building surveying and project management activities, you'll oversee repairs, maintenance, improvement programmes and construction projects across our housing portfolio.

An important aspect of the role is strengthening our approach to damp, mould, condensation and hazards identified through the Housing Health and Safety Rating System.

As the council's technical lead in this area, you'll provide expert advice on Awaab's Law and wider housing safety requirements.

Success in the role depends on building strong relationships with residents, colleagues, contractors, councillors and senior managers to drive timely and effective outcomes.

Alongside operational leadership, you'll support the Council Homes Safety Lead with strategic planning, governance reporting and service improvement initiatives.

Site-Based role

This is a Site-Based role, and you’ll be expected to work from the designated workplace.

Ideal Candidate
  • A degree or equivalent qualification is essential, together with membership of a relevant professional body such as the Royal Institution of Chartered Surveyors or the Chartered Institute of Building, or a commitment to achieve full membership within an agreed timeframe.
  • Your technical knowledge will include building pathology, with particular expertise in damp, mould and condensation in residential properties.
  • Strong working knowledge of Awaab’s Law, housing safety legislation and the Housing Health and Safety Rating System will help you provide reliable professional advice.
  • An effective leader, you’ll support colleagues, manage performance and create a culture focused on learning, accountability and resident safety.
  • Proven contract management experience will enable you to monitor contractors, prepare clear specifications and secure quality, timely and cost-effective work.
  • Clear and respectful communication will be important when working with residents, councillors, senior managers, colleagues, contractors and external partners.
