The Improvement Service is committed to supporting innovation and continuous improvement across local government and public services in Scotland. As part of this work, we are exploring how Microsoft Copilot and Copilot Agents can help improve productivity, streamline business processes and enhance service delivery across the organisation.

We are looking for a Copilot Agent Project Officer to support teams to identify opportunities for Copilot Agents and help design, develop and implement practical solutions. The post holder will work closely with the IS Copilot working group and colleagues across the organisation to understand business needs, capture requirements, develop use cases, create and test agents, and support colleagues to make effective use of Microsoft Copilot tools.

This is a practical project and user support role, helping the organisation move towards the controlled, secure and scalable use of Copilot Agents and AI-enabled automation across business functions. The role will support multiple workstreams and involve working independently while maintaining strong working relationships with colleagues with varying levels of digital confidence.

Key accountabilities will include supporting the development of Copilot Agent use cases, building, configuring, testing and refining agents using approved organisational tools, supporting the creation of prompts, knowledge sources and workflows, gathering user feedback, developing guidance and training materials, maintaining project documentation, and helping to identify risks, issues, dependencies and benefits.

Applicants should have strong digital literacy and confidence using Microsoft 365 and Microsoft Copilot, particularly in developing Copilot Agents. You should be able to analyse business processes, gather and document requirements, translate these into practical digital solutions, and explain technical concepts clearly to non-technical audiences. Excellent communication, relationship-building, organisational and project support skills are essential, along with experience of supporting digital projects, business improvement initiatives, training or user support. Experience of working in a public sector environment would be beneficial.

Information

Location:West Lothian Civic Centre, Howden South Road, Livingston, West Lothian EH54 6FF.

It is anticipated that the role will involve a blended model of office and home working, and this flexible approach will be agreed between employee and line manager.

A competence based interview will take place on Tuesday 29 September 2026 (shortlisted candidates will be advised by email a week in advance of the interview).
