Job summary

ECL ltd, part of the Celnor Group, seeks an experienced Compliance Manager in Cardiff to own internal Health & Safety, environmental, quality and compliance processes. You will lead ISO 14001-aligned systems, drive continuous improvement, and work with managers across the business to embed compliant practices.

The role focuses on audits, policy development, and practical, scalable processes that support regulatory compliance and ISO certification efforts.

Qualifications

• Strong background in Health & Safety, compliance, quality or integrated management systems.
• Good working knowledge of ISO 14001.
• Experience implementing or upgrading ISO management systems.
• Understanding of quality-management principles and ISO standards (ISO 9001).
• Experience carrying out internal audits.

Responsibilities

• Take ownership of ECL’s internal Health & Safety, environmental, quality and compliance processes.
• Develop and implement Environmental Management System aligned with ISO 14001 and strengthen Quality Management System.
• Review policies, procedures and risk assessments to remain compliant and effective.
• Lead internal audits and compliance reviews; manage audit schedules and corrective actions.
• Embed best practice and continuous improvement across the business.
• Collaborate with managers to ensure understanding and adherence of compliance requirements.
• Monitor legislation and guidance; provide training and updates where required.
• Investigate incidents and non-conformances; provide clear compliance reporting.

We are now looking for an experienced Compliance Manager to join our team in Cardiff and take ownership of our internal health, safety, environmental and quality compliance framework.

This is a newly focused position for someone who enjoys bringing structure, consistency and continuous improvement into a growing business.

You will act as a key internal champion for compliance, policies, procedures and management systems, helping ECL strengthen its existing processes and supporting the business on its journey towards recognised environmental and quality ISO standards.

A major part of the role will involve supporting the development and implementation of systems aligned to ISO 14001, alongside strengthening our wider quality-management framework.

We are looking for someone with a strong Health & Safety and auditing background who is comfortable working across the business, reviewing current practices, identifying gaps and ensuring policies and procedures are practical, understood and followed.

What you will do

• Take ownership of ECL’s internal Health & Safety, environmental, quality and compliance processes.
• Support the development and implementation of an Environmental Management System aligned with ISO 14001, alongside strengthening the wider Quality Management System.
• Review and improve existing policies, procedures, risk assessments and management systems to ensure they remain practical, compliant and effective.
• Lead internal audits and compliance reviews, managing audit schedules, findings, corrective actions and preparation for external audits and future ISO certification.
• Act as a champion for policies, procedures and continuous improvement, helping embed good practice across the business.
• Work closely with managers and employees to ensure compliance requirements are clearly understood and consistently followed.
• Monitor relevant legislation, standards and industry guidance, providing advice, training and updates where required.
• Investigate incidents, non-conformances and areas of concern, maintaining accurate records and providing clear compliance reporting to management.

Who you are

We are looking for someone who can combine technical compliance knowledge with the confidence to engage with people across the organisation.

You will ideally have:

• A strong background in Health & Safety, compliance, quality or integrated management systems.
• Good working knowledge of ISO 14001.
• Experience supporting the implementation, maintenance or improvement of ISO management systems.
• An understanding of quality-management principles and ISO standards, ideally including ISO 9001.
• Previous experience carrying out internal audits.
• Experience reviewing and developing policies, procedures and management systems.
• The ability to identify compliance gaps and turn findings into practical actions.
• Strong knowledge of Health & Safety legislation and good practice.
• Confidence working with managers and employees at all levels.
• Excellent written communication and document-control skills.
• A pragmatic approach – able to create processes that work operationally rather than adding unnecessary bureaucracy.
• Strong organisational skills and the ability to manage multiple compliance priorities.

An Internal Auditor, Lead Auditor, NEBOSH or similar Health & Safety / compliance qualification would be highly advantageous.
