Job summary

ECL ltd, part of the Celnor Group, is seeking an experienced Compliance Manager to own its internal health, safety, environmental and quality compliance framework in Cardiff.

You will lead audits, develop ISO 14001 aligned systems, review policies, and work with managers to embed practical compliance. The role supports the growth of a UK environmental services group toward recognised ISO standards.

Qualifications

• Experience implementing ISO 14001 and related management systems.
• Strong health and safety compliance background with auditing experience.
• Ability to translate compliance findings into practical actions.

Responsibilities

• Take ownership of internal Health & Safety, environmental, quality and compliance processes.
• Develop and implement Environmental Management System aligned with ISO 14001.
• Review policies, procedures and risk assessments for practicality and compliance.
• Lead internal audits and compliance reviews; manage audit findings and actions.
• Embed continuous improvement and ensure understanding across the business.
• Provide training and updates on compliance requirements to managers.
• Monitor legislation and guidance; maintain accurate compliance records.
• Investigate incidents and report to management with clear corrective actions.

We are now looking for an experienced Compliance Manager to join our team in Cardiff and take ownership of our internal health, safety, environmental and quality compliance framework.

This is a newly focused position for someone who enjoys bringing structure, consistency and continuous improvement into a growing business.

You will act as a key internal champion for compliance, policies, procedures and management systems, helping ECL strengthen its existing processes and supporting the business on its journey towards recognised environmental and quality ISO standards.

A major part of the role will involve supporting the development and implementation of systems aligned to ISO 14001, alongside strengthening our wider quality-management framework.

We are looking for someone with a strong Health & Safety and auditing background who is comfortable working across the business, reviewing current practices, identifying gaps and ensuring policies and procedures are practical, understood and followed.

What you will do

• Take ownership of ECL’s internal Health & Safety, environmental, quality and compliance processes.
• Support the development and implementation of an Environmental Management System aligned with ISO 14001, alongside strengthening the wider Quality Management System.
• Review and improve existing policies, procedures, risk assessments and management systems to ensure they remain practical, compliant and effective.
• Lead internal audits and compliance reviews, managing audit schedules, findings, corrective actions and preparation for external audits and future ISO certification.
• Act as a champion for policies, procedures and continuous improvement, helping embed good practice across the business.
• Work closely with managers and employees to ensure compliance requirements are clearly understood and consistently followed.
• Monitor relevant legislation, standards and industry guidance, providing advice, training and updates where required.
• Investigate incidents, non-conformances and areas of concern, maintaining accurate records and providing clear compliance reporting to management.

Who you are

We are looking for someone who can combine technical compliance knowledge with the confidence to engage with people across the organisation.

You will ideally have:

• A strong background in Health & Safety, compliance, quality or integrated management systems.
• Good working knowledge of ISO 14001.
• Experience supporting the implementation, maintenance or improvement of ISO management systems.
• An understanding of quality-management principles and ISO standards, ideally including ISO 9001.
• Previous experience carrying out internal audits.
• Experience reviewing and developing policies, procedures and management systems.
• The ability to identify compliance gaps and turn findings into practical actions.
• Strong knowledge of Health & Safety legislation and good practice.
• Confidence working with managers and employees at all levels.
• Excellent written communication and document-control skills.
• A pragmatic approach – able to create processes that work operationally rather than adding unnecessary bureaucracy.
• Strong organisational skills and the ability to manage multiple compliance priorities.

An Internal Auditor, Lead Auditor, NEBOSH or similar Health & Safety / compliance qualification would be highly advantageous.
