Job description

Would you like to help shape York’s flood resilience story?

This is a rewarding opportunity to contribute to a high-profile project that is both locally meaningful and nationally significant.

We are looking for a proactive and organised officer to support delivery of the York River Walk project—an engaging new legacy initiative that brings together flood awareness, community engagement, and nature-based solutions along the River Ouse.

This role forms part of the wider Ousewem project and is funded by Defra as part of the £200 million Flood and Coastal Innovation Programmes which is managed by the Environment Agency. The programmes will drive innovation in flood and coastal resilience and adaptation to a changing climate.

The successful candidate will play a key role in the day-to-day coordination and delivery of the project. You’ll work closely with colleagues across flood risk, highways, climate change, communications and the public realm to help connect communities upstream and downstream.

Your role will focus on ensuring practical progress—securing permissions, coordinating signage and infrastructure tasks, and supporting the delivery of events and educational installations along the route.

You’ll also help maintain project trackers and documentation, support sponsorship and engagement activity, and liaise with the City of York Council’s communications team to ensure public messaging is clear, timely, and accessible.

You will need excellent communication skills, a collaborative working style, and a practical approach to delivery. Sensitivity to diverse audiences and a clear understanding of plain English principles are essential.

The role is based at West Offices with flexible working options available.

This post is deemed as politically restricted. As designated politically restricted officers, employees will not be allowed to undertake certain activities. Please refer to the guidance attached for further information.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.

The Council is committed to investing in the talent and wellbeing of our staff and can offer a generous annual leave allowance, access to the Local Government Pension Scheme, comprehensive Health & Wellbeing initiatives and a reward package which recognises your contribution. We can offer flexible working practices, community engagement and volunteer activities and, as part of our commitment to you, promote continuous Learning & Development. In addition we also offer a growing range of discounts, rewards and savings.

For an informal chat about the role, please contact Angelique Russell, angelique.russell@york.gov.uk
