Job summary

Lanesra Technical Recruitment is assisting a Tier 1 D&B contractor on a water sector programme to recruit a Civil Section Engineer for projects across the North West. The role focuses on setting-out, surveying, QA, and compliance with design and programme requirements.

You will lead on-site engineering control, coordinate with planning, temporary works and construction teams, and drive a right-first-time culture with RAMS and handover activities.

Qualifications

  • HNC/HND or Degree in Civil Engineering or equivalent.
  • Experience as Site/Section Engineer on civil or infrastructure projects.
  • Strong setting-out, surveying and engineering control ability.
  • Understanding of specifications, standards and tolerances.
  • Ability to produce method statements, risk assessments and quality records.
  • Familiarity with CDM, site safety and working procedures.
  • CSCS card and SMSTS/IOSH qualification.
  • Full UK driving licence.

Responsibilities

  • Lead engineering control, setting-out and surveying for an area of works.
  • Interpret designs, raise technical queries and propose solutions.
  • Maintain primary control points and project tolerances.
  • Oversee as-built surveys, checks and verification activities.
  • Collaborate with Temporary Works teams to define safe practices.
  • Develop and maintain ITPs for construction activities.
  • Ensure compliance with specifications and quality processes.
  • Maintain digital quality records and test results.
  • Identify, raise and close NCRs; support root-cause analysis.
  • Support RAMS, permits to work, inspection and handover activities.
  • Prepare short-term programmes (1–4 weeks) aligned with project schedule.
  • Utilise digital tools for surveying, quality management and reporting (BIM, AutoCAD, Pix4D).
  • Capture as-built information digitally to support handover.

Position: Civil Section Engineer - Water

Location: United Utilities Region

Salary Guide: £55,000 - £65,000 Plus Car/Allowance & Excellent Package

Our client is a Tier 1 D&B Contractor operating predominantly in the water industry who have been awarded a programme of work to deliver non-infrastructure water and wastewater projects for United Utilities and they are recruiting for Civil Section Engineers to help deliver these projects throughout the North West.

Reporting to the Sub-Agent, you will be part of the Site Engineering team, leading technical delivery, engineering control, and quality assurance. Ensure activities are planned, executed, and handed over safely, accurately and in line with design and programme requirements. Working within a multidisciplinary delivery team, you will translate design into buildable solutions, coordinate with planning, commercial, temporary works, and construction teams, and support the performance of subcontractors and direct labour.

Key responsibilities will include:
  • Lead the engineering control for an area of works, ensuring accurate setting‑out, surveying, and dimensional control.
  • Interpret design information, identify inconsistencies, and raise technical queries with clear, solution‑driven proposals.
  • Establish and maintain primary control points, ensuring protection, verification, and compliance with project tolerances.
  • Oversee as‑built surveys, engineering checks, and verification activities.
  • Collaborate with Temporary Works teams to ensure temporary works requirements are clearly defined and safely executed.
  • Develop, implement, and maintain ITPs for all relevant construction activities.
  • Drive a right‑first‑time culture by ensuring works comply with specifications, standards, and project quality processes.
  • Maintain and manage digital quality records, test results, and assurance documentation.
  • Identify, raise, and close out NCRs; support root‑cause analysis and implement corrective actions.
  • Support validation and verification processes, including certification, inspection, and handover requirements.
  • Lead the preparation of RAMS and Safe Systems of Work.
  • Support the implementation of Permits to Work, ensuring compliance with safe systems of work.
  • Produce short‑term (1-4 week) programmes aligned with the project programme.
  • Apply digital tools for surveying, quality management, and programme reporting (BIM, AutoCAD, Pix4D).
  • Capture as‑built information digitally to support handover and asset information requirements.
Skills, Qualifications & Experience:
  • HNC/HND or Degree in Civil Engineering (or equivalent).
  • Experience as a Site/Section Engineer within civil engineering or major infrastructure projects.
  • Strong competence in setting‑out, surveying, and engineering control.
  • Understanding of specifications, standards, and construction tolerances.
  • Proven ability to produce method statements, risk assessments, and quality documentation.
  • Strong understanding of CDM, construction safety, and site procedures.
  • CSCS card (appropriate level).
  • SMSTS/IOSH qualification.
  • Full UK driving licence.
Desirable:
  • Professional accreditation or working toward (e.g., ICE).
  • Temporary Works Supervisor (TWS) qualification or working towards.
  • Experience in major projects or Tier 1 contractor environments.
  • Knowledge of BIM and digital assurance systems.
  • Knowledge of the water industry or similar regulated sectors.
