We are currently working with a Local Authority who are looking for the interim support of an enthusiastic and skilled Capital Senior Finance Officer until July 2025 initially.

Position: Capital Senior Finance Officer

Start Date: ASAP

Rate: Inside IR35

Duration: Until July 2025, with likely extensions

Hybrid Working Arrangement: 2 days per month in the Midlands

Responsibilities:

1. Support with Capital Programme Monitoring and year-end capital accounting requirements, including review and input of asset valuations; processing and checking of capital accounting transactions relating to valuations, depreciation, additions, and disposals; preparation of accounting statements, notes, and disclosures relating to capital accounts; coordination and review of capital monitoring processes.
2. Manage a team of finance professionals to ensure service delivery in accordance with Financial Regulations and both Council and Service Plan priorities to lead an effective and responsive service.
3. Act as the lead expert in the specialised area of work, understanding the impact on stakeholders and the organisation.
4. Contribute proactively to the development of the finance service area, working collaboratively to design and deliver training and development that provides technical advice and ensures compliance with policies.
5. Monitor performance and review the quality and effectiveness of systems and processes to achieve maximum efficiency and value, fostering continuous improvement.
6. Responsible for the preparation, planning, and monitoring of revenue/capital budgets of designated service areas for future planning.
7. Prepare management information and financial reports, analyze complex data, and provide guidance.
8. Assist in preparing bids for external funding and grant claims.
9. Ensure timely completion of mandatory reporting requirements.

Requirements:

• Technical knowledge and experience of complex capital accounting are essential.
• Operational experience in a finance and budgetary setting within a large, complex organisation.
• Experience managing and motivating staff to achieve organisational objectives.
• Experience delivering financial services including advice, planning, and accounting to diverse clients.
