Job summary

Liverpool City Council is seeking a Business Change Analyst to lead discovery activities across transformation priorities and work with services to identify challenges and opportunities for improvement.

You will deliver end-to-end discovery, applying business analysis, service design, behavioural insights and data analysis to develop evidence-based recommendations that inform transformation programmes and drive improvements for residents and businesses.

Responsibilities

  • Lead high-quality discovery activity across complex transformation priorities, helping services understand current challenges and identify opportunities for improvement.
  • Deliver end-to-end discovery activities, applying business analysis, service design, behavioural insight and data analysis to create clear recommendations.
  • Collaborate with service leads and stakeholders to facilitate workshops, analyse information, develop business cases and actionable recommendations.
  • Translate complex information into meaningful insights and practical solutions to support transformation programmes.
  • Help grow discovery, business analysis and change capability across the Council to adopt modern approaches and deliver lasting benefits.

Liverpool City Council is on a significant transformation journey, and as a result, we are strengthening our Transformation Team and looking for two Business Change Analysts on a permanent basis to help shape and drive discovery activity across our transformation portfolio.

Our Transformation Team is entering an ambitious new chapter, strengthening capability across programme delivery, project management, business change analysis, change management and portfolio management disciplines. This investment reflects our commitment to building a high-performing, multidisciplinary transformation function that supports the successful delivery of our transformation portfolio and helps create a centre of excellence for transformation, change and continuous improvement

This is a unique opportunity to join a team working at the heart of one of the UK’s most recognisable cities, helping to shape and deliver the Council’s transformation ambitions while improving outcomes for residents, communities and businesses across Liverpool.

The role:

  • The role of Business Change Analyst will lead high-quality discovery activity across complex transformation priorities helping services understand current challenges, identify opportunities for improvement and develop evidence-based recommendations that inform future transformation activity and deliver meaningful outcomes for residents, communities and businesses
  • The Business Change Analyst is responsible for delivering end-to-end discovery activities, applying business analysis, service design, behavioural insight and data analysis techniques to create clear recommendations, inform decision-making and support the successful development of transformation programmes and projects
  • In the role of Business Change Analyst, you will work closely with service leads, senior stakeholders and multidisciplinary teams across the organisation to facilitate workshops, analyse complex information, develop business cases and create actionable recommendations that support transformation and continuous improvement
  • Your demonstrable knowledge as a Business Change Analyst will include discovery methodologies, stakeholder engagement, business process improvement, user-centred design, data-driven decision making and the ability to translate complex information into meaningful insights and practical solutions
  • The role of Business Change Analyst will support the growth of discovery, business analysis and change capability across the Council, helping services to adopt modern approaches, utilise evidence effectively and develop innovative solutions that deliver lasting benefits
