Liverpool City Council is on a significant transformation journey, and as a result, we are strengthening our Transformation Team and looking for four Project and Change Managers on a permanent basis to help deliver and embed transformation activity across our transformation portfolio.

Our Transformation Team is entering an ambitious new chapter, strengthening capability across programme delivery, project management, business change analysis, change management and portfolio management disciplines. This investment reflects our commitment to building a high-performing, multidisciplinary transformation function that supports the successful delivery of our transformation portfolio and helps create a centre of excellence for transformation, change and continuous improvement

The role:

The Transformation Portfolio touches on all areas of Council activity. The Portfolio will improve our customer experience, transform our leisure provision across the city, support the improvement of outcomes for people needing social care, and help to facilitate the vision of making homelessness rare, brief and non-recurring, and much more. We are working at the heart of this transformation and there has never been a more exciting time to join our team.

Our roles operate on a hybrid approach to allow flexibility between home working and office working at the Cunard Building.

  • The role of Project & Change Manager will lead the delivery of complex transformation projects and change initiatives, ensuring successful delivery within agreed timescales, quality standards and budget parameters, whilst embedding sustainable change and improved ways of working across the organisation
  • The Project & Change Manager is responsible for developing and managing project delivery plans, governance arrangements, risks, issues, resources, benefits and stakeholder engagement activities, ensuring initiatives progress effectively through delivery stages and organisational governance processes
  • In the role of Project & Change Manager, you will work closely with Programme Managers, Senior Responsible Officers, service leads and stakeholders across the Council to deliver transformational change that supports organisational priorities and achieves measurable outcomes and benefits for residents, communities and businesses
  • Your demonstrable knowledge as a Project & Change Manager will include project delivery, change management, stakeholder engagement, governance, benefits realisation, risk management and the ability to successfully navigate complex environments whilst maintaining momentum and delivery focus
  • The role of Project & Change Manager will lead and motivate project teams through matrix management arrangements, providing direction, coaching and support to ensure successful project delivery, effective adoption of change and continuous improvementacross the organisation
