Job description

About Strathclyde Partnership for Transport

Strathclyde Partnership for Transport (SPT) is the largest of Scotland’s seven Regional Transport Partnerships, serving a population of more than 2.2 million people across 12 local authority areas in the West of Scotland.

SPT’s role is to bring together local authorities and key regional and national partners to plan and deliver an integrated, sustainable transport system that supports inclusive economic growth, tackles inequality, and improves quality of life. At the heart of this is a clear ambition: to deliver a world‑class, low‑carbon transport system that meets the needs of people and communities now and in the future.

SPT sits at the centre of regional transport planning, combining strategic insight, robust analysis, and practical delivery. The organisation plans and supports transport across all modes, working closely with councils, Transport Scotland, the Scottish Government, operators, and communities to shape how transport services evolve over time.

Alongside its strategic planning role, SPT delivers and supports a wide range of transport activity across the region. This includes investment in bus services, infrastructure and subway, management of major transport programmes, and the delivery of passenger‑focused improvements that help keep communities connected.

SPT is now entering a period of significant transformation. Completion of the Subway Modernisation project, major programmes such as Bus Reform and Clyde Metro represent some of the most ambitious transport initiatives ever undertaken in the West of Scotland.

Together, they will reshape how public transport is planned, governed, and delivered, placing passengers, communities and long‑term sustainability at the heart of decision‑making.

This is an organisation with a strong public service ethos, a collaborative culture and a growing national profile. For professionals who want to work at scale, influence long‑term outcomes and help deliver meaningful change, SPT offers a uniquely compelling environment.

You can read more at our SPT website.

About This Role

As a Business Analyst within our Digital team, you will play a key role in shaping how technology, processes and people come together to deliver meaningful change across the organisation.

Working in our delivery function, you will partner with stakeholders across the business to understand challenges and drive improvements. Whether supporting a high‑impact operational improvement or contributing to a major strategic programme, you will have the opportunity to make a visible difference.

This is a varied and rewarding role within a small team. You will work across a broad portfolio of initiatives, from replacing legacy systems and modernising business processes to introducing new digital solutions that enhance the way we work and support transport services. You will manage multiple priorities, work independently, taking ownership of your initiatives from discovery through to delivery.

Success in this role is built on curiosity, collaboration and the ability to build trusted relationships. You will help stakeholders navigate change, shape solutions and ensure outcomes are aligned to genuine user and organisational requirements.

You will enjoy a high degree of autonomy, the opportunity to influence how change is delivered across the organisation. You will also play an important role in the continued evolution of our Business Analysis capability, helping to shape how we deliver analysis across the organisation.

About You

We are looking for an experienced Business Analyst who enjoys turning ambiguity into clarity and building strong relationships. Naturally curious and engaging, you take time to understand the real business need before jumping to solutions. You enjoy working with people, building trust quickly and bringing stakeholders with you on the journey from idea through to delivery.

You will have experience of operating across the full project lifecycle, from early discovery and requirements definition through to user story creation, delivery planning, testing and implementation. Whether facilitating workshops, mapping processes, analysing customer journeys or helping shape digital solutions, you will have experience of combining strong analytical thinking with a pragmatic, solutions‑focused mindset. You will be able to engage with operational teams, senior stakeholders, technical specialists and external partners to drive successful outcomes.

We are looking for someone who enjoys getting beneath the surface, asking insightful questions and challenging assumptions to fully understand business needs.

A self‑starter who enjoys variety, takes ownership and thrives in a delivery‑focused environment. Experience in Agile ways of working, strong requirements engineering skills and familiarity with tools such as Jira. Experience working with data, reporting and analysis will be essential, enabling you to identify trends, generate insights and help measure the value delivered through digital change.

Full time hours will be 35 hours per week Monday to Friday. However, you may be required to undertake work outwith this norm to meet the responsibilities of the post.

Whilst you will be based at 131 St Vincent Street, Glasgow, SPT operate a hybrid working pattern which allows 40% home working (i.e. 2 days per week Monday to Friday).

Please note, this position falls into the low‑risk category under the Alcohol and Drugs policy and therefore is subject to for‑cause testing procedures.

Further details of the role and key responsibilities are set out in the job description.

Working at SPT comes with many benefits you can look forward to:

  • 33 Days Annual and Public Holiday Entitlement then 41 days after 5 years’ service
