IntaPeople is helping a Cardiff-based consultancy recruit a Business Analyst for public sector software delivery. The role is hybrid in Cardiff, fixed term to March 2027 with a view to permanent, offering a competitive salary.

You will run discovery workshops, map processes, write user stories, and work closely with engineers and designers across multiple public-sector projects, ensuring compliance, accessibility and security throughout.

Qualifications

• Public sector experience, ideally with local government, education, NHS or central government
• Solid BA experience in digital/software delivery
• Strong requirements gathering, process mapping and Agile backlog skills
• Confident running workshops and engaging with stakeholders at all levels
• Ability to work with developers on APIs, integrations and data
• Ability to manage multiple projects in a fast-moving environment

Business Analyst – Public Sector Software

Cardiff (Hybrid) | Fixed term to March 2027, with a view to permanent | Competitive salary

We're working exclusively with a well-established, fast-growing Cardiff consultancy. They win public sector work through tenders and frameworks, then design and build custom software for councils, colleges, universities and other public bodies.

They need a Business Analyst to get under the skin of what their clients need and turn it into clear requirements their engineers can build from. It’s fast paced and varied, and you could be working across several projects and clients at once.

What you’ll be doing

• Running discovery and requirements workshops with public sector clients
• Mapping current processes and finding better ways of doing things
• Writing user stories, acceptance criteria and prioritised backlogs
• Working closely with the .NET engineers and designers
• Helping shape bids and tenders with your understanding of client requirements
• Supporting testing and keeping accessibility, data protection and security front of mind

What you’ll need

• Public sector experience. This is a must, ideally working with local government, education, the NHS or central government
• Solid Business Analyst experience in a digital or software delivery setting
• Strong requirements gathering, process mapping and Agile backlog skills
• Confidence running workshops and talking to people at every level
• Enough technical know-how to work comfortably with developers (APIs, integrations, data)
• The ability to juggle more than one project in a fast-moving environment

Nice to have: some AI knowledge or experience, as it’s coming up more and more with clients. Bid or tender experience would also help.
