Building Services Manager — Multi-Site M&E & Compliance

Job summary

Public-sector organisation in Exeter, Devon & Somerset portfolio, seeks a Building Services Manager to lead M&E/building services across ~100 sites. You will oversee maintenance, compliance, and improvement programmes, coordinating consultants and contractors to deliver projects on time and within budget.

The role requires broad M&E knowledge, contract management experience, and the ability to manage a dispersed estate with multiple site types.

Qualifications

• Experience managing statutory compliance and maintenance programmes.
• Experience delivering M&E projects and contract administration.
• Ability to manage multi-site estates andcoordinate consultants and contractors.
• Knowledge of building services legislation and CDM requirements.
• Strong commercial awareness including cost planning and procurement.

Responsibilities

• Act as technical lead for M&E/building services across the portfolio.
• Manage statutory compliance alongside planned and reactive maintenance.
• Undertake condition surveys and advise on priorities.
• Develop annual programmes of building services maintenance and improvement works.
• Manage M&E projects from scope through procurement to delivery.
• Prepare specifications, drawings, cost estimates and work instructions.
• Oversee external consultants, contractors and maintenance providers.
• Monitor contractor performance, quality and Health & Safety standards.
• Maintain accurate maintenance and asset records.
• Provide technical input across power, lighting, heating, ventilation, fire detection and renewables.
• Support wider property projects with specialist building services advice.
• Monitor utilities and energy consumption; identify efficiency improvements.
• Contribute to carbon reduction and environmental initiatives.
• Ensure works comply with legislation, Building Regulations, CDM and procurement procedures.
• Manage works to programmes and budgets with whole-life asset considerations.
