Job summary

OCS UK & Ireland is seeking a Building Services Manager to oversee the safe, reliable operation of building engineering services across the hospital site. The role is based at New QE II Hospital, leading maintenance delivery, compliance, contractor activity and the site engineering team to support patient care.

The ideal candidate will hold an HNC/HND or degree in building services engineering or a related field, with health and safety qualifications.

Qualifications

  • The candidate must have the Right to Work in the UK and be willing to undergo enhanced DBS and security clearance (including up to 5 years referencing).
  • HNC/HND, degree, recognised apprenticeship or equivalent technical qualification in mechanical, electrical, building services engineering or a related discipline.
  • IOSH Managing Safely, NEBOSH or equivalent health and safety qualification.
  • Strong knowledge of building engineering services, maintenance management, safe systems of work and statutory compliance.
  • Experience managing hard FM services, multi-disciplinary engineering teams, contractors and compliance in healthcare or similarly regulated environments.
  • Competent with Microsoft 365 and CAFM or maintenance management systems; able to interpret auditable data.
  • Able to make sound technical decisions, manage priorities, communicate clearly and build stakeholder relationships.

Responsibilities

  • Manage day-to-day operation and maintenance of building services, plant and infrastructure across the healthcare premises.
  • Ensure availability and safe operation of critical systems including HVAC, electrical distribution, emergency power, water systems, medical gases, BMS, fire systems and lifts.
  • Lead and coordinate planned preventative maintenance and reactive maintenance to meet contractual KPIs.
  • Ensure plant and equipment are maintained, defects tracked to completion.
  • Support emergency preparedness, business continuity and incident response.

About The Role:

Days of Working:This position will be based at New QE II Hospital, working Monday to Friday 8:00 - 16:00.

The Building Services Manager is responsible for the safe, reliable, efficient and compliant operation of building engineering services across the hospital site. The role leads the delivery of planned and reactive maintenance, statutory compliance, specialist contractor activity and the site engineering team, ensuring that services support patient care and meet contractual performance requirements.
The post holder provides day-to-day technical and operational leadership, maintains accurate auditable records, supports lifecycle and project planning, and acts as a key link between OCS management, the customer, site stakeholders and supply-chain partners.

As part of your role, your key responsibilities will include, but are not limitedto:
  • Manage the day-to-day operation and maintenance of building services, plant and infrastructure across the healthcare premises.
  • Ensure the availability, reliability and safe operation of critical systems, including HVAC and ventilation, electrical distribution, emergency power, water systems, medical gas interfaces, BMS, fire systems, lifts and associated engineering assets.
  • Lead and coordinate planned preventative maintenance and reactive maintenance, ensuring work is prioritised, supervised and completed within contractual KPI requirements.
  • Ensure plant and equipment is maintained, fit for purpose and in good working order, with defects and service remedials tracked through to completion.
  • Support emergency preparedness, business continuity and incident response, including safe escalation of critical engineering failures.
The ideal candidate should meet the following criteria:
  • Must have the Right to Work in the UK and willingness to undergo enhanced DBS and security clearance (including up to 5 years referencing)
  • HNC/HND, degree, recognised apprenticeship or equivalent technical qualification in mechanical, electrical, building services engineering or a related discipline.
  • IOSH Managing Safely, NEBOSH or equivalent health and safety qualification.
  • Strong working knowledge of building engineering services, maintenance management, safe systems of work and statutory compliance.
  • Demonstrable experience managing hard FM services, multi-disciplinary engineering teams, contractors and compliance activity in a healthcare or similarly regulated environment.
  • Competent user of Microsoft 365 and CAFM or maintenance management systems, with the ability to maintain and interpret auditable data.
  • Able to make sound technical decisions, manage competing priorities, communicate clearly and build effective stakeholder relationships.
Desirable:
  • Chartered status or membership of IHEEM, CIBSE, IET, IWFM or another relevant professional body.
  • Additional training in permit-to-work, incident investigation, asbestos, water hygiene or other relevant disciplines.
  • Relevant Authorised Person, Responsible Person or Competent Person appointment, or the ability to work towards appointment.
  • Experience within PFI healthcare, including lifecycle, payment mechanism or contractual performance reporting.
  • Experience analysing performance trends and producing customer-facing reports.
  • Experience leading service improvement, mobilisation or engineering projects.
