Job summary

Reed Specialist Recruitment is recruiting on behalf of the Council for a Building Control Team Manager. The role leads a high-performing Building Control team and shapes regulatory delivery across Oxford and surrounding areas.

The post supports flexible hybrid working, requires travel to Oxford offices and various locations, and focuses on compliance with the Building Safety Regulator and statutory obligations, while driving service quality and continuous improvement.

Qualifications

• Must be registered as a Class 3 Building Inspector with the Building Safety Regulator.
• Experience managing a multi-disciplinary or regulatory team in a technical environment.
• Extensive knowledge of Building Regulations, enforcement procedures, and guidance for Building Control.
• Strong leadership and people management with performance and service planning experience.
• Experience in risk management and quality assurance in regulated environments.
• Excellent communication to lead and engage with stakeholders.

Responsibilities

• Lead the delivery of the Building Control function, ensuring compliance with Building Safety Regulator (BSR) requirements and statutory obligations.
• Manage and develop a team of 5-6 direct reports, fostering a culture of high performance and continuous improvement.
• Engage in strategic planning aligned with Council priorities and national regulatory expectations.
• Oversee complex regulatory and policy implementations and manage the Building Control budget.
• Maintain strong relationships with stakeholders, including developers, residents, and statutory bodies, ensuring high standards of customer service and regulatory compliance.
