Job summary

Carrington West is assisting a West Sussex local authority with the appointment of an experienced Senior Building Control Team Leader to oversee the Building Control service on an interim basis. The role blends hands-on technical leadership with complex casework and regulatory compliance.

The successful candidate will lead a small team of Registered Building Inspectors, drive service improvements, and prepare for future Building Safety Regulator audit requirements, while working in a hybrid

Qualifications

  • Must be a Registered Building Inspector.
  • Specialist Level competency including Class 3H as defined by the Building Safety Regulator.
  • Class 3 or 4 Building Control registration.
  • Extensive experience within local authority Building Control.
  • Proven experience leading and managing a Building Control team.
  • Strong knowledge of the Building Safety Act 2022, Building Regulations and related requirements.
  • Experience dealing with enforcement, dangerous structures and complex regulatory compliance.
  • Strong leadership and project management skills.
  • Excellent stakeholder management and communication skills.
  • Ability to work independently and manage competing priorities.
  • Full professional membership of a relevant body (RICS, CABE, CIOB or IFE).
  • Full driving licence.

Responsibilities

  • Lead and manage the day-to-day delivery of the Building Control service and supervise a team of Inspectors and administrative staff.
  • Provide technical leadership, professional guidance across complex Building Control matters.
  • Manage Building Control applications including site inspections, Building Notices, regularisations and Full Plans checks where required.
  • Oversee dangerous structures, enforcement activity and other statutory Building Control responsibilities.
  • Ensure governance, records and regulatory requirements are maintained.
  • Lead preparations for a mock BSR audit and review systems, processes and governance.
  • Support development of the service's Quality Management System.
  • Drive improvements to processes, systems and automation within Building Control.
  • Oversee RBI training and CPD requirements and maintain professional standards.
  • Lead quarterly regulatory performance reporting and annual reporting requirements.
  • Act as a key contact for developers, residents, regulators and internal stakeholders.
  • Support income generation and customer relationship management.
  • Contribute to service transition and Local Government Reorganisation preparations.

Job description

Location: West Sussex - Hybrid Working
Rate: £90 per hour
Contract: Until 31 March 2027, with potential for a further 6-12 month extension
Hours: 37 hours per week

Carrington West are assisting a local authority in West Sussex with the appointment of an experienced Senior Building Control Team Leader to lead and manage their Building Control service on an interim basis.

This is a senior, hands‑on position requiring an experienced Registered Building Inspector with Class 3H competency, combining operational team leadership with complex Building Control casework, regulatory compliance and significant service improvement activity.

The successful candidate will lead a small team of Registered Building Inspectors and support staff, while playing a key role in preparing the service for future Building Safety Regulator audit requirements.

Key Responsibilities:
  • Lead and manage the day-to-day delivery of the Building Control service and supervise a team of Registered Building Inspectors and administrative staff
  • Provide technical leadership, professional guidance and support across complex Building Control matters
  • Manage Building Control applications including site inspections, Building Notices, regularisations, reversions and Full Plans checks where required
  • Oversee dangerous structures, enforcement activity and other statutory Building Control responsibilities
  • Ensure operational standards, governance, records and regulatory requirements are maintained
  • Lead preparations for a mock BSR audit, including reviewing systems, processes, governance, financial management and operational delivery
  • Review and streamline BSR documentation and support the continued development of the service's Quality Management System
  • Lead ongoing improvements to processes, systems and automation within the Building Control service
  • Oversee RBI training and CPD requirements and ensure professional standards are maintained
  • Lead quarterly regulatory performance reporting and annual reporting requirements
  • Act as a key point of contact for developers, residents, regulatory bodies and internal stakeholders
  • Support income generation, customer relationship management and the continued development of the Building Control service
  • Contribute to future service transition and Local Government Reorganisation preparations
Requirements:
  • Must be a Registered Building Inspector
  • Must demonstrate Specialist Level competency, including Class 3H, as defined by the Building Safety Regulator
  • Class 3 or 4 Building Control registration
  • Extensive experience within local authority Building Control
  • Proven experience leading and managing a Building Control team
  • Strong knowledge of the Building Safety Act 2022, Building Regulations and associated statutory requirements
  • Experience dealing with enforcement, dangerous structures and complex regulatory compliance
  • Strong leadership and project management skills
  • Excellent stakeholder management and communication skills
  • Ability to work independently and manage competing priorities
  • Full professional membership of a relevant body such as RICS, CABE, CIOB or IFE
  • Full driving licence required

Experience of service transition, restructuring, data migration or preparing a Building Control service for regulatory audit would be particularly advantageous.

The Role:
  • £90 per hour
  • 37 hours per week
  • Contract through to March 2027 with potential for further extension
  • Hybrid working available, with up to 3 days per week working remotely
