Rullion is recruiting a Building / Construction Project Manager for a 6‑month contract (Inside IR35) based in Wallasey, Liverpool. The role covers management of structural and civil projects across tunnels, depots and related infrastructure, from scoping to delivery.
The successful candidate will review surveys, develop briefs, manage consultants and contractors, oversee design and procurement, and ensure safety, schedule and budget compliance.

We are recruiting on behalf of our client for an experienced Structural / Civil Project Manager to join their Asset Management team, supporting the planning, development and delivery of structural and civil engineering projects.
This is a key role within a varied operational portfolio, covering assets including tunnels, operational hubs, ferry terminals, bus depots and associated infrastructure.
The successful candidate will be responsible for managing projects from initial scoping through to delivery, including reviewing surveys and technical reports, developing project briefs, managing consultants and contractors, overseeing design and delivery, and ensuring projects are delivered safely, on time and within budget.
Manage building, construction, refurbishment and structural maintenance projects from inception through to completion.
Review building condition surveys, technical reports and engineering information.
Develop detailed project scopes, briefs, specifications and tender documentation.
Manage design consultants, contractors and key project stakeholders.
Oversee design development, procurement and project delivery.
Manage project budgets, programmes, risks, change and overall performance.
Coordinate statutory and operational requirements throughout the project lifecycle.
Manage works within live, occupied and operational environments.
Provide practical technical input across building and structural maintenance projects.
Support projects involving building fabric refurbishment and renewal, roofing, façades, doors, windows and internal finishes.
Oversee structural repairs, fire doors, compartmentation, fire-stopping, accessibility and welfare improvements.
Support drainage and building-related external works, condition-led maintenance and lifecycle replacement.
Ensure projects comply with relevant standards, regulations, statutory requirements and health & safety legislation.
Support the delivery of planned, condition-led and capital investment programmes.
This role is suited to an experienced Building / Construction Project Manager with a strong background in delivering building fabric, refurbishment, structural maintenance and construction projects.
The successful candidate will have practical knowledge of building pathology, statutory compliance, procurement and contract administration, alongside strong project management and stakeholder management skills.
Proven experience delivering building, construction, refurbishment and/or structural maintenance projects.
Previous experience working within or alongside local authorities is essential.
Degree-level qualification in Construction, Building, Civil Engineering, Structural Engineering or a related discipline.
Strong understanding of building construction, fabric maintenance and condition assessment.
Experience across areas such as building fabric, roofing, façades, doors, windows, internal finishes and structural repairs.
Knowledge of fire doors, compartmentation, fire-stopping, accessibility and welfare improvements would be advantageous.
Strong project, contract, budget, programme, risk and change management experience.
Experience preparing technical specifications, scopes and tender documentation.
Experience managing consultants and contractors.
Excellent stakeholder management and communication skills.
Experience working within live, occupied and operational environments.
Ability to work independently and take ownership from day one.
Willingness and ability to commute to the Wallasey office four days per week.
Please note: Candidates whose experience is focused solely on highways, major civil engineering or structural design consultancy will not meet the core requirements of this role.
