City Building provides a range of repairs and maintenance, manufacturing, construction, and refurbishment activities for Glasgow City Council and Wheatley Housing Group’s citizens and customers, as well as other public, private, and third sector organizations.

City Building operates both the largest construction craft apprenticeship programme in Scotland and Royal Strathclyde Blindcraft Industries (RSBi), one of the largest supported manufacturing businesses in Europe, employing around 200 people, more than 50% of whom have a disability.

Our accreditations include ISO45001, ISO 14001, and ISO 9001:2015. We are current recipients of a Queen’s Award for Enterprise Promoting Opportunity and the Investors in Young People Platinum award. These accolades recognize our focus on investing in and growing a skilled staff base.

Our Values

  • Community – To build more sustainable communities through social, economic, and community engagement.
  • Trust – To be trusted by our employees, clients, and partners.
  • Ambition – To do more for our clients and partners and provide more opportunities for our employees and stakeholders as part of our change and growth strategies, succession planning, and sustainability.
  • Honesty – To promote honesty at all times in our communication with all stakeholders, promoting partnerships and sustainability.
  • Excellence – To deliver quality in everything we do.

Our Mission Statement

To contribute excellence in construction, repairs, maintenance, manufacturing, and training to our customers, employees, partners, suppliers, and the local communities where we work.

The Asbestos Surveyor is a valued member of the City Building Asbestos section, responsible for regulation 4 of the Control of Asbestos Regulations (CAR 2012), which requires “Duty holders” to assess and manage asbestos risks in their premises. The role also complies with the Health and Safety at Work Act (1974), which mandates all employees to work safely without exposing themselves or others to asbestos.

Regulation 5 of CAR 2012 requires employers to identify the presence of asbestos and its type and condition before any work that might disturb asbestos begins, and to conduct surveys if existing information is incomplete or unreliable.

Key Responsibilities

  • Work safely, methodically, and in accordance with HSE Guidance (HSG264) and technical manuals.
  • Carry out directed bulk sampling, management surveys, refurbishment, and demolition surveys in occupied and vacant properties.
  • Conduct management surveys and re-inspections within communal (non-domestic) areas.
  • Provide expert advice and guidance to City Building staff and external clients.
  • Perform site-specific risk assessments, including ladder and RPE inspections, before each job. Complete all paperwork and record ACMs using AlphaTracker software, drawing accurate site plans.
  • Attend and complete all training courses, including virtual/online and mandatory toolbox talks.
  • Participate in site audits in each survey discipline for which you are approved.
  • Maintain, clean, and store PPE and RPE properly to prevent asbestos exposure.
  • Assist the Technical Manager with administrative tasks, QC checks, re-surveying, and supporting other trades or surveyors as needed.

A full clean driving license, proven practical experience as a fully trained and competent Surveyor within a UKAS-accredited organization, P402 (Surveying and Sampling Strategies for Asbestos in Buildings), and/or RSPH Level 3 in Asbestos Surveying, along with detailed knowledge of survey techniques in occupied domestic and communal areas, and a strong understanding of asbestos legislation (especially HSG264), are essential.

You will need to have a flexible approach. Your contracted hours will be 35 per week, to be worked as per business needs.

Benefits include:

  • A rewarding career with a competitive salary.
  • Access to the Strathclyde Pension Fund.
  • Excellent annual leave entitlement.
  • Enhanced maternity, paternity, and adoption/shared parental leave.
  • Health and wellbeing initiatives.
  • Discounted gym membership.
