King County's Metro Transit Vehicle Maintenance division seeks a Transit Maintenance Analyst (TMA) to conduct feasibility studies, analyze project data, and support new programs. Metro Transit's Vehicle Maintenance division is seeking to fill 1 (one) Special Duty Assignment or Term Limited Temporary for Transit Maintenance Analyst (TMA). This is a single-level classification. Incumbents in this classification employ mechanical and analytical expertise to conduct research, develop feasibility studies, organize and/or administer new programs and special projects, and assist in carrying out various phases of comprehensive projects.They will also be assigned to work in any one of a variety of technical areas.

Safety Sensitive Position: This position is considered safety sensitive. Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment, and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substances testing program protocols.

This recruitment will be used to fill 1 Special Duty Assignment/Term Limited Temporary position. In addition, this selection process may be used to generate an eligibility pool for future Career Service, Special Duty Assignment, and Term Limited Temporary vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

The duration of this position is anticipated to last 1 year with the possibility of extension.

As a Transit Maintenance Analyst, you will:

• Conduct feasibility studies; gather and analyze project data; prepare analyses, plans, policies, budgets, or projects.
• Provide reports to management on the ongoing status of assigned projects.
• Compile performance indicators and project workload information for the budget. Analyze budget impact of new projects.
• Study alternative solutions, determine efficient and cost-effective repair approaches and recommend actions to management.
• Develop and maintain database applications to manage employee data (e.g. track employee certification expiration dates; apprentice program progress; customize database for management viewing at their worksites).
• Consult with Original Equipment Manufacturers (OEM) to develop standard operating procedures; develop training and certification programs in compliance with federal, state, and local laws and regulations.
• Plan, organize, and teach classes for maintenance personnel on safe, efficient maintenance practices of various systems, sub-systems, and components of transit vehicles including major component overhaul practices.
• Develop and conduct maintenance department new employee orientation.
• Supervise the Mechanic Apprentice program; develop, revise, and implement hiring procedures; develop and administer written and skill tests for applicants; recommend candidates for hire; monitor and document apprentices’ attendance and progression through the program.
• Troubleshoot, test, and repair AC/DC circuits, with the ability to design electronic fixes.
• Ability to read and understand electronic schematics and use a variety of test equipment to analyze various types of data pertaining to electronic propulsion.
• Conduct needs assessments and analysis of safety, technical proficiency, and productivity issues.
• Write and/or disseminate information through maintenance service and parts bulletins, service alerts and/or training when procedures or materials are modified.
• Develop layouts, drawings, and installation procedures for designing parts and/or equipment modifications; conduct quality control and production analysis of on-site bus building and project work; convene supervisory staff to develop changes to improve quality and production standards.
• Advise management of types and causes of equipment/component failure including unsafe conditions and recommend corrective actions.
• Plan, coordinate, and expedite repairs, retrofits and modifications to revenue vehicles. Maintain Master Vehicle Configuration documentation of all retrofits and modifications performed on the revenue fleet.
• Apply journey-level knowledge of theory, operation, and repair of major systems and sub-systems of heavy-duty diesel, electric battery-powered, and electric trolley transit vehicles.
• Read and interpret technical drawings pertaining to body, structure, and blueprints that coincide with structural integrity.
• Innovate and design modifications and metal fabrication
• Conduct Quality Assurance inspections, recommend changes to improve quality and production standards, and prepare action plans addressing the correction of issues found during inspections.
• Oversee safety program for assigned work groups, conduct inspections of work sites; develop and conduct safety training; oversee hazardous waste materials handling program as assigned; ensure compliance with established laws and agency regulations; participate in inspections of facilities/equipment for external regulatory agencies; prepare responses as required.
• Perform other duties as assigned.

Minimum Qualifications

4 years of journey-level mechanic experience, including:

• Troubleshooting, testing, and repairing AC/DC electrical circuits, including interpreting electronic schematics and using diagnostic test equipment.
• Maintaining, repairing, or inspecting heavy-duty diesel, battery-electric, or electric trolley vehicle systems and components.
• Designing or modifying equipment, components, or layouts, including creating technical drawings or installation procedures.
• Conducting quality assurance and safety inspections and developing corrective action plans.
• Writing technical reports, service bulletins, training materials, or similar technical documentation.

Demonstrated Knowledge of:

• Research methods, theory, and procedures.
• The theory, operation, troubleshooting, maintenance, and repair of gasoline and diesel engines, accessories, and associated systems.

Demonstrated Skill in:

• Defining complex problems; evaluating, recommending, and implementing alternative solutions, including solutions to engineering-related problems.
• Interpreting and applying federal, state, and local laws, regulations, ordinances, and rules at a programmatic level.
• Preparing and managing budgets and schedules.
• Communicating clearly and effectively, both verbally and in writing, including preparing technical reports and delivering presentations.
• Establishing and maintaining effective working relationships with employees, contractors, technical committees, community organizations, and federal, state, regional, and local government representatives.
• Working effectively with individuals from diverse backgrounds.
• Developing and maintaining databases.

Training experience, including:

• Managing groups of employees in a training or instructional setting, including addressing conflict, questions, and resistance.
• Developing technical training, standard operating procedures, or certification programs that comply with applicable federal, state, and local regulations.
• Coordinating and administering technical training, apprenticeship programs, or employee orientation processes.
• Conducting feasibility studies, analyzing operational data, and developing project plans or budgets.

Desired Qualifications

• Experience with data logging analysis
• Experience communicating and disseminating technical information to diverse audiences
• Advanced proficiency with Microsoft Office (Excel, Outlook and Word)
• Experience serving as a lead mechanic or providing technical leadership to other mechanics.

Licensing/Certification Requirements

• Obtain and maintain a Class A, Commercial Driver’s License with passenger endorsement, with no air brake restrictions or obtain within 90 days.
• Some licenses, certifications, and other requirements determined to be necessary to meet the business needs of the employing unit may be required.

Work Schedule

The schedule for this position is Monday through Friday 06:00 AM until 02:30 PM with some flexibility offered. This position is considered EXEMPT from the provisions of the Fair Labor Standards Act and IS NOT eligible for overtime.
