UNESCO in Paris seeks an experienced administrator to provide high-level support across finance, HR, procurement and logistics. You will certify transactions, interpret rules, and guide complex operations while ensuring compliance and efficient service to IOC Sections at headquarters and decentralized offices.

Qualifications

  • Completed secondary education, technical or vocational education.
  • Eight years of relevant experience in secretarial and/or administrative tasks.

Responsabilités

  • Act as certifying officer up to an authorized level delegated by the CFO.
  • Provide guidance on administrative rules, regulations and procedures.
  • Advise on operational and technical routine transactions.
  • Recommend process and system related modifications to support administration and financial monitoring.
  • Interpret provisions and guidance on complex issues.
  • May supervise office maintenance, security, transport and similar services.
  • Ensure resources are properly accounted for and internal controls are functioning; schedule payments.
  • Prepare and monitor budgets, participate in financial statements and budgets.
  • Assist in RP and EXB funds financial activities and finalize data for financial statements.
  • Compile data into financial statements, prepare worksheets; monitor expenditures and reconcile accounts.
  • Investigate anomalies and take corrective action; assist with data entry and reporting systems.
  • Prepare RP and EXB budget reports; advise on planning and budgeting; propose modifications.
  • Prepare budget proposals and ensure data correctness; identify irregularities and correct errors.
  • Handle non-routine HR cases; manage HR actions and maintain HR databases.
  • Issue non-staff contracts; advise on recruitment and entitlements.
  • Liaise with central services to discuss information and policy interpretation.
  • Procurement: research sources, request specifications and review contracts; resolve issues.
  • Collect and reconcile invoicing and payment information; manage inventory records and security.
