It builds digital tools with and for NGOs, UN agencies and mission-driven organisations, supporting work across software and platform development, information management , data and MEAL systems, ERP implementation and data protection advisory.

Reporting to the Chief Commercial Officer, the Proposal Writer will prepare compelling, compliant and well-structured technical proposals in collaboration with technical, information management and project management experts.

Recruitment & Staffing

The successful candidate will ensure that proposals meet client requirements, reflect Relief Applications’ quality standards and are delivered on time.

• Analyse Terms of Reference and tender documents to identify client requirements, evaluation criteria and compliance obligations.
• Present relevant experience, project references and team composition in the formats requested.
• Draft technical proposals covering context analysis, methodology, work plan, deliverables, team structure and quality assurance.
• Ensure consistency of tone, structure and quality across proposal sections.

Coordination and Planning

• Work closely with technical, information management and project management experts to develop methodologies and implementation approaches.
• Plan and coordinate the proposal process from kick-off to final review, with clearly defined roles and internal deadlines.
• Contribute to financial proposal preparation in coordination with the Chief Commercial Officer and Project Management team.

Compliance and Submission

• Verify compliance with administrative and technical requirements, including forms, declarations, annexes and formatting.
• Manage submissions through procurement portals or by email.
• Handle correspondence and clarification requests with contracting authorities.
• Maintain accurate records of submitted proposals, outcomes and client feedback.

Experience

• Minimum of 2 years’ experience in proposal writing or bid management, preferably for United Nations, European Union, INGO or foundation tenders.
• Professional experience in the humanitarian, international development or technology consulting sector.

  Management

  • University degree in International Development, Communications, Business Administration, Information Management, IT or a related field.
  • A Master’s degree is an asset.

  Skills

  • Excellent writing skills, with the ability to produce clear, concise and persuasive content.
  • Sound understanding of consultancy services in software development, information management, data, MEAL or data protection.

  Computer Science

  • Knowledge of UN, EU and NGO procurement rules and procedures.
  • Ability to support budget preparation using spreadsheets.
  • Proficiency with digital writing, research and collaboration tools, including Google Workspace and AI assistants.
  • Rigorous approach to fact-checking.

  Languages

  • Full professional proficiency in written and spoken English.
  • Working knowledge of French or Spanish is highly desirable.
