Job summary

Council of Europe in Strasbourg seeks a strategic Head of Resource Management Division to lead the division, shape budgets, ensure compliance, and drive financial sustainability across the Directorate General for Human Rights and Rule of Law.

You will manage a team of about 10 professionals, coordinate with Director General and cross-cutting teams, and advance modernisation, governance, and risk management within a rigorous international civil service framework.

Qualifications

• At least 8 years of relevant professional experience in resource management.
• Very good knowledge of English, and basic knowledge of French or the capacity to acquire it on the job.
• Citizenship of a Council of Europe member state and eligibility for civil service appointment.
• Experience leading and developing teams.

Responsibilities

• Lead the Resource Management Division, managing staff and fostering collaboration and continuous improvement.
• Provide programming, budgeting and financial oversight, analyses, and recommendations for strategic decisions.
• Oversee financial activities, ensure documentation quality, and monitor compliance and risk management.
• Collaborate with DGI teams and other Council of Europe entities to share best practices and ensure alignment.
