Médecins Sans Frontières (MSF) is seeking a Cell HR Manager to lead operational HR across South Sudan, Kenya, and Chad missions, ensuring strategic HR delivery, duty of care, and gender/diversity initiatives. The role partners with the Cell HR Coordinator and supports HRCOs with hands-on leadership and mentorship.

The position requires strong HR management experience in a humanitarian setting, excellent leadership, and field-operations orientation.

Qualifications

• Significant experience (4 years minimum) as an HR Coordinator (HRCO), or a strong HR Deputy Coordinator, or Project Coordinator with HR/Admin background and experience, in MSF or a comparable international humanitarian organization.
• MSF field experience is an asset.
• Significant experience in HR project management; experience in an HR cell position is desirable.
• Demonstrated experience in International Mobile Staff management and field HR operations.
• Experience supporting or implementing learning and development initiatives is an asset.

Responsabilités

• Oversee mission HR management for South Sudan, Kenya, and Chad across field missions.
• Mentor and develop HRCOs, Deputy HRCOs, and HR teams.
• Lead on HR strategies, policies, and action plans.
• Partner with Cell HR Coordinator on strategic HR topics including duty of care and gender & diversity.
• Manage IMS onboarding/offboarding and HRIS processes.
• Strengthen HR documentation, reporting, and data quality across missions.
• Ensure internal communication and staff engagement within Cell 6 missions.
• Coordinate with pools, travel, and field admin units for HR operations.
