Doctors of the World is seeking a General Coordinator - Worldwide to lead emergency response operations from the headquarters in Saint-Denis and missions abroad. The role combines field deployment (max 3 months) with HQ coordination, reporting to the emergency response head, and ensuring compliance with policies and donor requirements.

Emergency response to crises, conflicts, and natural disasters is a priority for us. Thanks to its financial independence, strong partnerships, and the commitment of its teams, Doctors of the World deploys rapid and tailored responses to meet the needs of affected populations.

The Emergency Response Unit primarily intervenes in countries where the organization already has a presence but can also be mobilized in new contexts when access to healthcare is severely compromised and local capacities are insufficient. It also provides operational and technical support to the missions of the regional hubs in preparing and implementing their emergency responses.

As a member of the Emergency Response Unit's rapid response team, you will be deployed to emergency situations to launch new interventions or reinforce existing teams. You may also participate in exploratory missions, the opening of new missions or bases, provide temporary operational reinforcements ("gap-filling"), or support the implementation of specific medical activities, such as training or emergency preparedness initiatives.

Your main responsibilities are:
  • Supervision of emergency operations in the field
  • Ensure the opening of new mission(s) by implementing MdM's procedures and policies (supply, treasury, etc.)
  • Conducting exploratory missions: context assessment, stakeholder mapping, strategy design in conjunction with members of the emergency team, etc.
  • To lead, coordinate and supervise emergency response
  • Oversee support functions (finance, human resources, logistics, supply chain, safety and security) while ensuring compliance with policies, procedures and operational needs.
  • Develop and maintain constructive working relationships with local coordination mechanisms and all stakeholders
  • Identify, assess and monitor operational risks, then define and implement appropriate mitigation measures to ensure business continuity.
  • To act as the security focal point in the intervention area, ensuring the implementation of the security management plan and compliance with operational procedures.
Contribute to strengthening MdM's emergency response at headquarters level:
  • To provide technical and operational support to national program teams in preparing for and responding to emergency situations
  • Contribute to the development and improvement of operational tools dedicated to emergency interventions
  • Participating in the development of our overall strategy for responding to health emergencies
  • Capitalizing on feedback to identify best practices and contribute to the continuous improvement of interventions

The division of working time between field and headquarters is estimated at 80%-20%. The duration of a field deployment is a maximum of three (3) months, and is followed by a recovery period.

Your colleagues:

You will work under the supervision of the head of the emergency response unit based at headquarters. When deployed in the field, you will report directly to the mission desk.

You are the right person if you:
  • Do you hold a higher education degree in project management or a generalist field (Master's level)?
  • You must have at least three years of experience in the humanitarian sector as a head of mission and/or site coordinator.
  • Have you conducted exploratory missions in emergency situations?
  • Master risk analysis and the development of humanitarian access strategies
  • Have experience managing donor-funded programs
  • You provided representation to humanitarian actors, local authorities and donors
  • Have experience in safety and security management, including in volatile environments.
  • Demonstrate strong adaptability and resilience to stress in complex security environments.
  • Master the Microsoft Office suite
  • Master mapping tools such as Google Earth or ArcGIS
  • Fluency in French and English, both written and spoken, is required; proficiency in Spanish and/or Arabic is an asset.
This position is not for you if:
  • Flexibility, adaptability, and initiative are not among your main strengths; frequent travel and regular team changes present a challenge.
