Job summary

UNESCO seeks a Director for the Division of Internal Oversight Services (IOS) in Paris. The role leads evaluation, internal audit and investigations, reporting to the Director-General. Requires an advanced degree and 15+ years of relevant experience in international settings.

The incumbent ensures conformity to standards, develops strategies, and guides a multidisciplinary team to strengthen governance and accountability across UNESCO programs.

Qualifications

• Advanced university degree (Master’s degree or equivalent) in public or business administration, evaluation, social sciences, development studies, auditing, law or a related field.
• Professional certification/certificates (e.g. CIA, CPA, CA, CFE, CISA, CGAP or similar) from an officially recognized oversight body or professional association.

Responsibilities

• Ensure IOS work conforms to international auditing, investigation and evaluation standards and best practices.
• Develop internal methodology, tools and techniques for excellence in the Division’s work.
• Prepare an annual risk- and priority-based oversight work plan and oversee its implementation.
• Oversee an internal audit portfolio focusing on risks and governance improvements.
• Guide independent evaluations to improve relevance, impact and efficiency.
• Lead an investigation function examining fraud, misconduct, mismanagement, or other violations.
• Keep abreast of major issues informing IOS work and staff development.
• Create a positive working environment and mentor IOS staff.
