Job summary

GagaMuller in Kouvola, Finland, seeks an experienced Quality Lead to govern project quality management for a 100 MW Phase 2 Data Centre development. You will lead a multidisciplinary PMC team, align with client standards, train teams, and drive consistency across the project lifecycle.

The Opportunity

We are seeking an experienced Quality Lead to join our Project Management Consulting (PMC) team supporting the delivery of a 100 MW Phase 2 Data Centre development in Kouvola, Finland.

In this role, you will act as the Quality Lead within a multidisciplinary PMC team overseeing the General Contractors and Equipment Vendors on behalf of the Developer, our client. You will be responsible for establishing, implementing, and governing the project’s quality management systems and processes in line with GagaMuller and client standards. Once established, you will train, support, and mentor project teams, including client representatives, consultants, and contractors, to ensure a consistent understanding, compliance, and adoption of the quality framework throughout the project’s lifecycle.

This role offers the opportunity to help shape and establish best practice quality management processes, systems, and delivery standards across major mission-critical projects. Working closely with both the client and internal project teams, you will play a key role in driving continuous improvement, strengthening governance, and supporting the long-term development of GagaMuller’s quality management capability across future projects and programmes.

Responsibilities:

1. Scope & Delivery Management

  • Develop and implement the Project Quality Plan (PQP) aligned with client and PMC governance requirements.
  • Establish the Quality Management System (QMS), defining procedures, templates, and reporting structures for all site quality activities.
  • Review, approve, and audit contractor Quality Plans, Inspection & Test Plans (ITPs), and benchmarking documentation.
  • Oversee site quality performance, ensuring inspections, hold‑point sign‑offs, and mock‑up approvals are properly witnessed and recorded.
  • Support handover readiness by validating completion of all quality deliverables, including as‑builts, O&M manuals, and closeout documentation.

2. Stakeholder Coordination

  • Train and onboard contractors, consultants, and client representatives in quality procedures, documentation, and inspection processes.
  • Coordinate with General Contractors, Equipment Vendors, consultants, and client teams throughout project delivery.
  • Lead weekly quality coordination meetings and facilitate collaboration across multidisciplinary project teams.
  • Coordinate with the Commissioning Authority (CxA) to ensure readiness for commissioning and effective interface management.
  • Maintain strong communication channels across all project stakeholders to support consistent quality delivery.

3. Risk & Compliance Management

  • Ensure compliance with project quality standards, procedures, and governance requirements.
  • Monitor contractor compliance with QA/QC processes, inspections, and testing procedures.
  • Identify, manage, and elevate quality risks, issues, and non‑conformances where required.
  • Support continuous improvement initiatives and lessons‑learned activities across project delivery.
  • Ensure quality documentation and workflows comply with project and client standards.

4. Reporting & Documentation

  • Set up and manage quality documentation workflows within the Common Data Environment (CDE).
  • Maintain accurate quality records, inspection documentation, reports, and audit trackers.
  • Provide consolidated reporting on quality KPIs, trends, corrective actions, and project performance metrics.
  • Support the preparation of project quality dashboards and stakeholder reporting documentation.
  • Ensure accurate version control and accessibility of all project quality documentation.
  • Work collaboratively with project controls, design, construction, commissioning, and commercial teams.
  • Support integration of quality management processes across all project delivery activities.
  • Promote a proactive, collaborative, and solutions‑focused quality culture across the project.
  • Contribute to the development and improvement of best practice quality systems and governance processes.
  • Support the successful delivery of mission‑critical projects through strong quality leadership and coordination.
In Country Requirements:
  • On‑Site Requirement: Candidates are required to be on‑site full‑time; however, they are not expected to reside in the country full‑time.
Qualifications:
  • NFQ Level 7 (or equivalent) qualification in Engineering, Construction Management, or a related field.
  • Strong leadership and project management skills with experience managing multiple stakeholders and priorities.
  • Strong understanding of QA/QC inspection, ITP management, and quality documentation processes.
  • Excellent communication and stakeholder engagement skills across multidisciplinary teams.
  • Proficiency in digital quality systems and document management platforms such as Aconex, BIM 360, or equivalent.
What Experience We Are Looking For
  • 5+ years of quality management experience within construction, mission‑critical, industrial, or data centre environments.
  • Experience working on large‑scale data centre or hyperscale industrial projects is highlyadvantageous.
  • Experience interfacing with commissioning teams or CxA organisations.
  • Familiarity with ISO 9001 Quality Management Systems and quality governance procedures.
  • Experience using digital dashboards and KPI tracking tools, such as Power BI, is advantageous.
  • Ability to work effectively within fast‑paced project delivery environments.
  • Strong problem‑solving skills with the ability to exercise sound judgement and decision‑making.
