Job summary

Turner & Townsend in Finland is seeking a Cost Management / Commercial Lead to develop and lead cost management services for Data Centre projects, ensuring successful delivery of complex construction programs and acting as primary client liaison. The role combines strategic leadership, business development and end-to-end cost management delivery, based in Oulu with relocation support offered if needed.

Qualifications

• Degree in Quantity Surveying, Engineering, Construction Management, or a related field.
• Minimum of 12 years' experience in cost management.
• Experience leading cost management commissions for large construction projects of high complexity.
• Good knowledge of procurement routes, value management and life cycle costing.
• People management experience in a project delivery context.
• Sound technical experience across pre-contract, post-contract and final accounts.
• Understanding of mechanical, electrical, plumbing, civils, structural and architectural aspects in construction.
• Experience in the Italian construction industry with knowledge of contractual documentation is advantageous.
• Excellent presentation, verbal, written, and communication skills.
• Strong organisational skills and the ability to multi-task as a team player.
• Proficiency with MS Office and modern cost management digital tools.

Responsibilities

• Develop and expand cost management services while identifying new business opportunities.
• Build capability and ensure appropriate resourcing to meet project and client needs.
• Lead, engage, and develop teams to deliver high-quality service.
• Maintain governance, contracts, risk, HSW, delivery and finance compliance.
• Oversee contract execution and commercial control.
• Monitor margins, fees and resource forecasts; ensure timely cost reporting.
• Lead pre- and post-contract QS activities including feasibility, cost estimation, cost planning, procurement, tendering and contracts.
• Manage variations, cost checks, valuations, change control and final accounts.
• Produce cost plans, tender reports and monthly cost updates.
• Drive value engineering and negotiate with clients and contractors.
• Interface with clients, consultants and contractors through all project stages.
• Build relationships and ensure effective information flow.
