Job summary

The European Investment Bank, based in Luxembourg, is seeking an Associate Sector Specialist - Railway Infrastructure to contribute to the appraisal of railway investment projects and monitoring of the project portfolio.

This full-time role joins the Rail Infrastructure Division within the Mobility Department, reports to the Head of Division, and offers relocation support in an international environment.

Qualifications

• University degree (minimum equivalent to a Bachelor degree).
• At least 3 years of relevant professional experience in transport infrastructure projects.
• Strong analytical thinking and the ability to synthesise complex information and communicate clearly and concisely, with attention to detail and the ability to manage multiple tasks under guidance.
• Knowledge of EU rail policy, railway systems and other technical fields would be an advantage.
• Exposure to project procurement, environmental, climate risk, social impact assessment, and/or financial modelling would be an advantage.

Responsibilities

• Contribute to assessing the technical, environmental, social, economic and financial viability of railway investment projects and programmes in EU Member States and other countries.
• Contribute to the physical monitoring of projects financed by the EIB, in close cooperation with other relevant Bank services.
• Progressively take a more active role in project due diligence, including techno-economic assessments and interactions with project promoters.
• Support the maintenance and development of the Division's unit cost database.
• Contribute to sector, policy and methodology papers supporting the Bank's sector and lending policies.
• Support representation of the EIB at sector events and discussions with stakeholders.
