European Investment Bank (EIB) seeks an HR Analyst – Employment & Rewards based at its Luxembourg headquarters. You will coordinate HR processes, payroll, and benefits for local agents across External Offices, liaising with payroll providers and legal teams to ensure timely, compliant HR services.

You will manage remuneration, benefits, and contractual matters, while monitoring policy adherence and working with service providers to optimise processes and legal compliance.

Formación

• University degree (minimum and equivalent to a Bachelor) preferably in Human Resources, Law, Business Administration, Economics, Public Administration or related discipline.
• Minimum 3 years of relevant professional experience in HR, employment administration, remuneration, payroll, procurement, legal services or related field.
• Good knowledge of HR policies and practices and understanding of employment and contractual matters.
• Experience in international/multicultural environment would be an advantage.
• Experience in managing external service providers and procurement-related activities would be considered an asset.
• Knowledge of HR information systems like Business Objects, PeopleSoft, Oracle HCM or similar would be an advantage.
• Excellent knowledge of English and/or French with good command of the other; knowledge of other EU languages is an advantage.

Responsabilidades

• Act as Country Officer for designated External Offices.
• Ensure HR processes for the respective locations (recruitment, employment matters, payroll administration, time management, system updates, procurement) are followed.
• Review payroll/benefits outputs with local providers, investigate discrepancies and coordinate corrections.
• Monitor remuneration framework against EIB regulations and applicable law with local legal providers and HR lawyers.
• Contribute to selection/procurement of local service providers for payroll, legal services, health and pension schemes.
• Act as primary contact for local agents on HR matters and provide certificates as needed.
• Coordinate with Heads of Office and Business Partners for coherent responses and solutions.
• Update local agents’ data in internal systems; prepare briefings/analyses for management review.
• Interact with HR Systems team to develop/maintain IT systems for local agents administration.
• Contribute to policy development, harmonisation and improvement for local agents and external office staff.
• Monitor legislative/regulatory developments and assess impact on remuneration framework.
• Support recruitment and onboarding processes for local agents; ensure compliance with procedures and local law.
• Participate in cross-functional projects to improve HR processes, controls and systems.
• Ensure proper record-keeping and documentation per policy and audit requirements.
