Job summary

Donkey Republic in Copenhagen is hiring a senior public tender professional to own end-to-end B2G bids across DACH, Benelux and the Nordics. You will lead cross-functional squads, build the financial case, and drive negotiations to signature with limited day-to-day direction after onboarding.

This hands-on role requires a minimum of five years in public tender with multi-year contracts, strong English writing, and a track record of delivering high-value submissions in a matrix environment.

Qualifications

  • At least 5 years in public tender or bid management, with end-to-end ownership.
  • Direct experience bidding multi-year public service contracts, concessions or licences.
  • Ownership of the commercial side of a bid: financial modelling, business cases and pricing strategy for multi-year contracts.
  • Demonstrated ability to drive cross-functional stakeholders and hold people accountable in a matrix environment.
  • High-quality written English: structuring complex arguments clearly and persuasively under deadline pressure.

Responsibilities

About Donkey Republic

Donkey Republic is a publicly listed micro-mobility company headquartered in Copenhagen. We operate bike-sharing systems across Northern Europe under long-term tender and concession contracts and licensed agreements with municipalities and transport authorities. In 2025 we recorded DKK 166M in revenue across a fleet of approximately 23,000 active bikes. With the award of two landmark contracts in Dusseldorf and the Ruhr region, our operational fleet will grow to 30,000+ bikes in 2026.


Our strategy, 'Ride and Do Well', is built on the conviction that reliable, city-integrated bike sharing changes how people move. Delivering on that means winning the right contracts in the right cities across our focus markets of DACH, Benelux and the Nordics. Almost all of our growth comes through public procurement. The tender function is not a support function here; it is the commercial engine.


The Role

We are hiring an experienced public tender professional to take end-to-end ownership of our largest and most complex B2G opportunities across DACH, Benelux and the Nordics.


This is a senior individual contributor role. You will run high value long-term bids, lead the cross-functional squads that produce them, build the financial case that sits underneath them, and carry the deal through negotiation to signature. You will write, structure, challenge and deliver.


Our team is small and we expect a hands-on approach, contributing early on. After a structured onboarding you are expected to operate with a high degree of autonomy and limited day-to-day direction.


Key Responsibilities

1. End-to-end bid ownership and delivery quality



  • Own the full tender cycle for assigned bids: kick-off, workplan, writing, QA, compliance review, submission and archiving.

  • Lead cross-functional tender squads across Operations, Hardware and Software, Legal, Finance and the Business Units, holding contributors accountable to timeline and quality standard without formal authority over them.

  • Own the win-strategy narrative, ensuring every submission answers the procuring authority's stated and unstated priorities rather than simply meeting the specification.


2. Commercial model and pricing



  • Build the financial model and business case for each bid: pricing strategy, P&L projection, CAPEX planning and scenario testing.

  • Make and defend go/no-go recommendations on commercial grounds including risk analysis.


3. Negotiation and contract closing



  • Lead commercial and legal negotiations from intent-to-award through to signature, covering SLA structures, liability frameworks and financial terms.

  • Work with internal and external counsel to manage contractual risk and protect long-term profitability.


4. Pre-sales and market development



  • Map upcoming tender and licence opportunities across focus markets, tracking regulatory shifts, procurement trends and competitor positioning.

  • Lead pre-market engagement with municipal and authority stakeholders before formal procurement opens: presenting the Donkey proposition, gathering early requirements, building relationships.


5. Pipeline, process and knowledge



  • Maintain an accurate view of the pipeline: deadlines, stages, conversion probability and workload allocation.

  • Develop bid frameworks, template libraries and playbooks that raise the quality floor for the whole team over time.


What We Are Looking For

Required



  • At least 5 years in public tender or bid management, with personal end-to-end ownership of large, complex submissions. Not contribution to them, ownership of them.

  • Direct experience bidding multi-year public service contracts, concessions or licences, where the supplier operates the service rather than delivers a project.

  • Ownership of the commercial side of a bid: financial modelling, business cases and pricing strategy for multi-year contracts.

  • Demonstrated ability to drive cross-functional stakeholders and hold people accountable in a matrix environment.

  • High-quality written English: structuring complex arguments clearly and persuasively under deadline pressure.


Beneficial



  • Sector experience in mobility, public transport, urban services, waste, charging infrastructure or other municipal concession models.

  • Working French or German.

  • Additional working Dutch, Swedish, Norwegian or Danish.

  • Experience from the contracting authority side, for example a municipality, transport authority or public procurement unit. Knowing how bids are scored from the inside is genuinely valuable to us.
