Job summary

World Health Organization, EU/Department of Health Systems, seeks a Regional Adviser to lead Health Workforce and Service Delivery in Europe. The role focuses on strategic guidance, policy development, and regional framework implementation to advance Universal Health Coverage.

The incumbent will coordinate cross-country expertise, strengthen national capacities, and drive evidence-based reforms with a emphasis on workforce planning, education, retention and service models.

Qualifications

• Essential: Advanced degree in health systems management or related field.
• Essential: At least 10 years of national and international experience in health systems and HRH.
• Desirable: Experience across European Region and multi-sector collaboration.

Responsibilities

• Provide strategic leadership for WHO Regional Office in Health Workforce and Service Delivery.
• Advise Member States on policy development, strategies, and tools in HRH.
• Lead development and implementation of regional strategies and frameworks for health workforce and service delivery.
• Guide workforce planning, education, training, retention, mobility and service-delivery models.
• Support national capacities for design, implementation, monitoring and evaluation of policies and strategies.
• Oversee priority frameworks to ensure technical excellence and coherence with WHO standards.
• Lead evidence generation and dissemination on health workforce metrics and policy-relevant knowledge.
