Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
EXTERNAL Local National Applicants, who reside in Germany.
Provides assessment of adequacy of contract berth, warehouse, and staging area to the operations supervisor to meet cargo handling requirements and priorities. Reviews contractor-developed production schedules based on Worldwide Port System (WPS) data for ship operations and determines requirements for labor, Material Handling Equipment, and US Government-owned dunnage and lashing materials to ensure safe, economic, and efficient operations. Prepares pre-stow plans using stow planning software (ICODES) or manually for outbound cargo (all classes and categories). Loads cargo aboard ships of the Military Sealift Command fleet (including time and voyage charters) in compliance with the ships' Cargo Security Manuals (CSM), standards set by the IMDG Code, maritime laws, and safety regulations. Ensures optimal utilization of vessel space within stability and trim limits. Reviews inbound stow plans to include necessary information for discharge and quay operations. Participates with contractor and vessel representatives in planning vessel discharge, loading, and stowing operations. Participates in port surveys to assess port capacity for military operations. Reviews vessel characteristics and shipping space offered by MSC and determines acceptance based on cargo requirements. Inspects proposed stowage space on commercial vessels for suitability according to the Universal Shipping Contract and MILSTAMP.
Performs Contracting Officer's Representative duties, ensuring compliance with contract requirements, receipt of all deliverables, and contractor performance. Conducts Labor Order Meetings with contractor terminal management, certifies costs, and verifies services against labor order forms. Checks contractor invoices against reports and contracts, and reports any issues to the Contracting Officer. Prepares and submits Quality Central Surveillance Reports and performs Quality Assurance Evaluator duties. Reports non-compliance, assesses damages or claims, and recommends actions. Coordinates closely with vessel masters and deck officers.
Inspects and reports on contractor or port operator performance during vessel, rail, barge, and highway activities. Coordinates transportation activities to expedite operations and avoid demurrage. Performs spot checks on warehousing and cargo inspections for damage. Provides operational reports. Inspects cargo space and Materiel Handling Equipment for compliance. Recommends personnel reassignments and operational adjustments. Stops unsafe activities as needed.
Provides safety instructions according to AR385-10 and inspects Materiel Handling Equipment for safety compliance. Offers technical expertise on unsafe containers and non-compliance issues. Maintains HAZMAT certification.
Inspects and reseals containers, maintains chain of custody, and reports security issues. Coordinates storage and maintains the Transportation Discrepancy Program.
Obtains cargo data and coordinates with various military and civilian agencies for cargo operations, including exercise coordination and clearance of oversized cargo. Performs other duties as assigned.
