Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources. The agency was established in 1965 and provides services to over 9,000 individuals, children and families in three main areas:
- Community Health Services: WIC, Commodity Supplemental Food, Foster Grandparents, Head Start, and Child Development Center.
- Clinical Health Services: Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.
- Supportive Health Services: Family Stabilization, a Teen Outreach Program, SOAR, Youth Leadership Program, Youth Shelter and Housing Assistance Programs.

Psychiatric Services Nursing Supervisor
Full-time/Onsite/ Weekends and Holidays off!
Areas of Responsibility: Plan, direct, and coordinate patient care and treatment, case management, nursing and ancillary activities of the Psychiatric Services Clinic to ensure efficient and quality care is provided to patients of all ages. Manage and supervise nursing, medical support staff (MSS), and ancillary staff for the Psychiatric Services Clinic.
Lead and oversee all Emergency Preparedness initiatives for CAHC, ensuring full compliance with the Centers for Medicare and Medicaid Services (CMS) Emergency Preparedness Rule. Foster cross-departmental collaboration across all CAHC teams in the key areas of planning, organization, training, equipment readiness, drills, evaluation, and the implementation of corrective actions. This holistic approach is designed to support an effective, coordinated response during emergencies and to strengthen the center's resilience against future challenges.

This Clinic Setting model represents the provision of care that is delivered in a collaborative, efficient, effective, and courteous manner and that is “accessible, continuous, comprehensive, evidence-based, family-centered, coordinated, compassionate, and culturally effective”.
Major Duties:
- Supervise and act as a liaison between nursing, MSS, and ancillary staff, serving as a leader and role model, and promoting team cohesiveness, interpersonal skills, and service excellence.
- Supervise Spravato and Transcranial Magnetic Stimulation (TMS) program coordinators and oversee day-to-day management of Psych Services specialty programs.
- Facilitate day-to-day management and long-term planning of the nursing team and patient care area.
- Responsible for hiring, onboarding, directing, and mentoring staff, including communicating job expectations, providing performance reviews, and managing corrective actions.
- Establish and maintain compliance with DHHS and HRSA program regulations and OSHA standards.
- Maintain nursing guidelines by providing input and ensuring adherence to policies and procedures
- Ensure continual delivery of high-quality nursing care while adopting and implementing innovative nursing practices to improve our facility and patient care.
- Meet nursing operational standards by contributing information to strategic plans and reviews; implementing production, productivity, quality, and customer-service standards; resolving problems; and identifying system improvements
- Develop and manage staff schedules, review and approve timecards and time off requests and track attendance of direct reports.
- Facilitate a team approach by recognizing each nurse/staff member as an essential part of the Psychiatric Services Team and serve as a liaison for the nursing staff by conducting appropriate meetings to communicate policy, planning decisions, operational requirements, and related matters.
- Oversee and manage case management, patient population management, and test tracking. Support patient care by coordinating services with community resources and other CAPWN program areas.
- Establish and maintain active participation in QA/QI Committee Meetings.
- Assist the QA/QI coordinator with ongoing quality assurance and improvement initiatives to ensure the clinic meets or exceeds the highest standards of patient care.
- Ensure operation of medical and administrative equipment by verifying emergency equipment availability, completing preventive maintenance requirements, following manufacturer's instructions, troubleshooting malfunctions, requesting repairs, maintaining equipment inventories, and evaluating new equipment and techniques.
- Maintain nursing supplies inventory by studying usage reports, identifying trends, anticipating needed supplies, and approving requisitions and cost allocations.
- Assist in preparing budgetary recommendations for medical supplies and treatment room needs.
- Maintain a healthy, collaborative team environment. Strive to openly communicate with staff, peers, and patients, breaking down communication barriers when necessary.
- Provide ongoing advice and consultation to the nursing staff about proper procedures, problem-solving, and patient safety. Evaluate the quality and appropriateness of nursing care and document the care provided.
- Help ensure excellent patient care for patients by determining nursing staff strengths and weaknesses by performing periodic audits of nursing procedures, identifying deficiencies, and making improvements.
- Practice and promote cultural competence with the culturally diverse population this clinic serves.
- Guide nursing triage and care for patients by gathering and evaluating the past and present health history and vital signs and performing nursing assessments.
- Follow the Center's Infection Control policy, performing all duties in full compliance with the nursing policies and procedures, demonstrating professionalism and awareness of the issues of confidentiality, and demonstrating respect and understanding of the rights and safety of the patient.
- Act as a patient advocate and practice effective communication while interacting with patients, families, and staff and recognizing the complexity of interpretation
- Establish and promote a compassionate environment by providing patients and families with emotional, psychological, and spiritual support.
- Promote patients' independence by establishing patient care goals, teaching and counseling patients and their families to reinforce their understanding of disease, medications, and self-care skills, including education and prevention of illness.
- Maintain confidentiality of records and communication following CAPWN policies and procedures and HIPAA privacy and security policies and procedures.
- Maintain documentation of patient care services by auditing patient and department records.
- Advocate for an integrated health care system.
- Stay compliant with continuing education requirements by maintaining professional and technical knowledge by attending educational workshops, reviewing professional publications, and participating in professional societies.
- Maintain current BLS (Basic Life Support)

- Oversee CAPWN’s Emergency Preparedness initiatives. Activities include but are not limited to:
- Actively participating in the Panhandle Healthcare Coalition and attending Panhandle Regional Medical Response System (PRMRS) meetings,
- Maintaining a current and comprehensive Emergency Operations Plan (EOP) in alignment with the CMS Emergency Preparedness Rule,
- Recruiting staff for and participating in tabletop exercises as they are offered,
- Conducting biannual Hazard Vulnerability Assessments and developing or maintaining plans to address identified hazards,
- Engaging in the Health Center Association of Nebraska’s (HCAN) Emergency Preparedness Peer Learning Group calls,
- Attending relevant trainings or calls as they are offered by organizations such as the Department of Health and Human Services (DHHS) and the Panhandle Public Health District (PPHD), and
- Provide staff training and updates as needed.
- Participate as a core member of CAPWN’s Safety Committee, collaborating with Safety Committee members to promote a healthy workplace that is free of hazards and prepared to respond to emergency situations.
- Perform other duties as assigned.

Minimum Qualifications:
Grade: 22
- RN license for the state of Nebraska.
- Minimum of three years’ experience in general nursing and one year of nursing management experience .
- Ability to work efficiently under time constraints.
- 21 or above with a valid Nebraska driver’s license and insured vehicle.
- Skilled facilitator and problem solver with excellent communication and interpersonal skills.
- Detail oriented person with demonstrated organizational skills and the ability to complete projects on time with minimal supervision.
- Strong leadership skills with excellent interpersonal skills and ability to work collaboratively with a team.
- Possess solid business sense and strong communication skills.
- Must have ability to work independently and to exercise initiative, good judgment, and decision-making skills.
- Must be able to operate computer and most office software and equipment.
Grade: 23
- Must meet minimum qualifications above;
- Minimum of five years’ experience in general nursing OR two years of Behavioral Health nursing management experience.
Grade: 24
- Must meet minimum qualifications above;
- Minimum of seven years’ experience in general nursing and five OR more years of Behavioral Health nursing management experience OR
- Specialized training in related field.
