Job summary

IOM in Berlin seeks a Project Officer (DTM) to provide operational and data management support for global DTM operations, country offices and regional data hubs. You will contribute inputs, field perspectives, and research to improve programming and documentation.

The role requires a Master’s degree or equivalent, experience in humanitarian data, sampling methods, training coordination, and strong writing and coordination skills.

Qualifications

  • Master’s degree in Geography, Computer Science, Social Sciences, Political Science, or a related field with two years of relevant experience; OR a University degree in the same fields with four years of relevant professional experience.
  • Experience in humanitarian operations, displacement, data management, research, or assessments, preferably in migration or development contexts.
  • Experience supporting DTM or similar mobility/displacement tracking systems is required.
  • Experience in project development, training, operational guidance, monitoring, and developing methodological standards is essential.
  • Experience coordinating with government counterparts and international organisations is necessary.
  • Field experience in complex operational environments is desirable.
  • Demonstrable interest in migration/humanitarian issues. Excellent writing, communication, and analytical skills.

Responsibilities

  • Deliver operational and data-management support for DTM project development, training coordination, programme setup, and monitoring to ensure consistent country-level operations.
  • Contribute research and technical inputs to global DTM guidance, frameworks, and documentation to standardise programming.
  • Coordinate the design, logistics, and facilitation of DTM training programs for effective knowledge transfer.
  • Provide methodological inputs and quality assurance for DTM sampling approaches and tool development to enhance data reliability.
  • Assist in planning and quality assurance for household needs assessments.
  • Compile and analyse DTM data and operational practices to advance regional convergence.
  • Research and document emerging practices to enhance DTM implementation effectiveness.
  • Document and evaluate DTM projects and lessons learned for continuous improvement.
  • Participate in technical meetings and workshops, conveying operational updates and field perspectives.
  • Undertake travel to Country Offices to assist in setting up data and information management systems and strengthen local capacity.

Job description

Organizational context: IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. The Displacement Tracking Matrix (DTM) is IOM’s system for collecting, analysing, and disseminating data on population mobility and displacement. The DTM Operations, Coordination and Support (OCS) team in Berlin provides essential support to country missions and regional data hubs.

Job purpose: The Project Officer (DTM) will provide crucial operational and data management support to global DTM operations, Country Offices, and Regional Data Hubs. This role contributes vital inputs, field perspectives, and research to the DTM OCS team's methodological and coordination products. The position supports engagement with internal and external partners, including governments and inter‑agency initiatives, ensuring the effective and coherent implementation of DTM activities worldwide. The role aims to strengthen evidence‑based humanitarian response and durable solutions through reliable migration data.
