• Manage the execution of key Capex projects in Germany from project initiation through commissioning using decision gates and dedicated project task forces
• Establish project scope and ensure safe, timely, cost-effective, and high-quality delivery
• Appoint qualified consultants, contractors, and project resources in coordination with relevant Facility Engineers
• Manage communication with project stakeholders
• Execute projects according to the TSO ODM, Major IOC DEP, DEM 1, and D-GAME requirements
• Assess project complexity, including objectives, methods, interfaces, stakeholders, and the TECOP business environment
• Prepare, implement, manage, and close out detailed design activities
• Manage discipline detailed design activities, design deliverables, work processes, decision-making, design reviews, and constructability and operability reviews
• Manage HSSE aspects, including HAZIDS, HAZOPS, and HFE
• Develop project scope with stakeholders
• Develop and implement the Project Execution Plan
• Identify and appoint Engineering Consultants for required Design Engineering Packages
• Specify applicable Major IOC and industry standards for terminal design and construction
• Develop engineering packages for commercial bidding and construction
• Identify permits required for terminal construction and commissioning
• Manage EPCM/EPC consultants delivering design packages, tender documents, technical specifications, and other deliverables
• Develop and execute the commercial strategy, including vendor qualification, tendering, bid evaluation, and award
• Manage contractor appointments for construction packages
• Prepare project execution procedures, specifications, and documentation
• Manage project schedule, cost, operability, quality, and safety
• Prepare and implement budget and cost procedures and report project financial status
• Prepare and implement progress reports
• Develop and implement project quality and test plans
• Manage technical clarifications raised by contractors through the Project Management Consultant
• Support preparation of terminal commissioning procedures and checklists
• Support preparation and execution of handover procedures, including operational team training, documents, and manuals
• Manage stakeholders including C&P team leaders, Business Partners, statutory and regulatory bodies, contractors, and consultants

Требования

• Minimum 10 years of Project Management experience with a strong engineering background
• Minimum 6 years of Oil & Gas experience
• Proven track record of delivering projects on time
• Experience managing a portfolio of 10–15 small Capex projects below $2M
• Strong ability to manage contractors safely
• Good knowledge of interdisciplinary engineering fundamentals applied to terminals, depots, and refineries
• Excellent communication and stakeholder management skills across all organizational levels
• Strong engagement skills
• Technical background
• Fluent German
• Fluent English
• Nice to have: EU and global experience and knowledge
