French Consulting is seeking a Project Manager to lead a comprehensive Healthcare Requirements Analysis (HCRA) for the Defense Health Agency (DHA) in the Kaiserslautern Military Community (KMC), Germany. The goal: to assess the capacity, capability, and gaps across key military healthcare facilities—including the future Rhine Ordnance Barracks Medical Center (ROBMC)—and shape the future of federal healthcare delivery in Europe.

This is a full-time, high-impact opportunity for an expert in healthcare infrastructure planning, architecture, or engineering to influence long-term strategy for some of the most critical U.S. military medical sites abroad.


What You’ll Do


Strategic Planning & Facility Optimization
  • Lead a detailed HCRA study to evaluate existing and future medical facilities, including dental, pharmacy, laboratory, public health, and support services across the KMC.
  • Analyze operational demands, population changes, and evolving healthcare service needs to define a future-ready facility layout.
  • Propose facility Courses of Action (COAs) to optimize space, staffing, efficiency, and access to care.
Engage & Deliver
  • Coordinate with DHA directorates and stakeholders to review existing master plans and develop a real property laydown aligned with Military Health System strategy.
  • Identify gaps between original facility planning (ROBMC) and current mission requirements.
  • Explore and document a full range of planning possibilities, even beyond the preferred COAs.
Communicate with Clarity & Purpose
  • Produce high-impact deliverables including written reports, space use analyses, presentation graphics, and strategic recommendations.
  • Lead and facilitate meetings, interviews, and workshops with stakeholders and decision-makers.
  • Present findings in a way that supports decision-making at the highest levels of military healthcare leadership.

Qualifications
  • Master’s degree or higher in Architecture, Engineering, Urban Planning, or related field.
  • 15+ years of experience in healthcare facility planning, architecture, or engineering—preferably in the federal or military sector.
  • Expertise in:
    • Military/federal healthcare facility criteria (DHA SPC, UFCs, etc.)
    • Geographic Information Systems (GIS) for scenario development
    • Environmental planning and regulatory considerations
    • Urban and regional healthcare infrastructure
    • Technical writing and professional presentations
Bonus If You Also Have
  • Prior experience supporting DHA, DoD, or VA healthcare projects.
  • Familiarity with Kaiserslautern Military Community or overseas base operations.
  • German language skills (not required, but helpful).
