We are looking for a People Operations Manager, ideally with experience in a related field (e.g., advertising, marketing, creative industries), however this is not essential if we think you’re a good fit for the role. Our client - an advertising agency in Berlin - is currently going through a period of growth and change.
We are now at the exciting stage of needing a People Operations Manager to shape and nurture the emerging culture of our Berlin office. This role is not about passive support—it’s about driving key HR strategies and processes forward.
It is a broad role where no one day will be the same, from application and contract management to visa processes and coordination with German authorities (e.g., Arbeitsamt).
You will take ownership and ensure the smooth execution of all HR operations and work alongside the Senior Management Team and People team in London to ensure consistency.
This role will suit someone looking for their first step into a senior HR role from a generalist background. You will be comfortable balancing the strategic needs of the business with operational day-to-day tasks.
Your Responsibilities :
HR Project Management & Process Improvement
- Suggest, lead, and implement HR initiatives, such as introducing new tools, processes, or policies to enhance the overall employee experience.
- Continuously seek opportunities to optimize and improve HR workflows, making processes more efficient and employee-friendly.
- Collaborate with our London HR team to ensure alignment on global HR strategies and benchmarking efforts.
Employee Relations & Culture
As our go-to local HR expert, you will have a sound understanding of German employment law and be willing to develop further expertise in this area. You will be expected to inform and guide the London HR team on best practices in line with local legislation.
- Be the go-to person for HR-related queries, providing guidance to employees and leadership on a day-to-day basis supported by the London people team.
- Coach managers on day-to-day people management queries, providing support and guidance with the backdrop of HR best practices and legislation.
- Be confident in driving change and shaping culture within the agency, and recognize how to support leadership in facilitating this culture.
- Build and nurture relationships across all levels of the organization (and between office locations), fostering trust and transparency. Stakeholder engagement is key, and you will be the main point of contact between London HQ and Berlin.
- Partner with leadership to facilitate constructive performance discussions. Own the performance review process and ensure they happen in a timely manner with follow-up actions in place.
- Support the implementation of DE&I strategies, aligned with global efforts, ensuring inclusivity and fairness in all HR processes.
Recruitment
- Coordinate recruitment processes such as organizing interviews and stakeholder coordination.
- Maintain and develop a candidate database / talent pool to support talent acquisition efforts.
HR Administration
- Coordinate onboarding and offboarding processes to create a seamless experience for new and departing employees.
- Coordinate probation and annual review processes together with line managers to support consistent growth experiences at Mother Berlin.
- Manage and update HR-related systems and tools (e.g., BambooHR, HRmony) for vacation tracking, benefits, and payroll coordination.
- Handle contract management of both freelancers and employees, ensuring all agreements and amendments are correctly issued, documented, and stored.
- Oversee visa and work permit processes, ensuring legal compliance.
- Act as the primary contact for Arbeitsamt and other German authorities, managing all necessary bureaucratic processes.
- Support agency leadership with basic administrative tasks such as travel booking, expense management, and other duties as needed.

Your Profile
- Strong knowledge of German labor/employment law and HR policies, with the ability to apply them pragmatically.
- Collaborative, empathetic, and comfortable working autonomously.
- A minimum of 4 years of HR experience, ideally within a creative industry.
- A proactive and solution-oriented mindset.
- Highly organized, detail-oriented, and capable of independently driving HR processes.
- Strong communication skills in German and English (written & spoken).
