NTU International seeks a highly qualified Non Key Expert - Monitoring, Evaluation and Learning (MEL) Expert to support the AESPP Boost programme. The candidate will design, implement and continuously improve the MEL framework, including indicators, baselines, data collection protocols and evidence consolidation for a multi-partner project.

• Master's degree in evaluation, statistics, development economics or related field, or four extra years of experience.
• Excellent command of English; knowledge of French and/or Portuguese is an asset.
• Minimum 8 years of professional experience in monitoring and evaluation and related areas.
• At least 4 years designing or operating MEL frameworks for donor-funded or multi-partner programmes.

Responsabilidades

• Design and implement the programme's monitoring, evaluation and learning framework.
• Support development of indicators, baselines, data collection and evidence consolidation.
• Lead continuous improvement of MEL processes for complex multi-partner projects.
• Experience with EU-funded programmes and Africa is an asset.

Monitoring, Evaluation and Learning (MEL) Expert

NTU International is preparing a proposal for the project "Support to the Africa-EU Space Partnership Programme - AESPP Boost."

The programme aims to strengthen cooperation between Africa and the European Union in the space sector, supporting policy dialogue, institutional partnerships, knowledge exchange, innovation, private sector engagement and investment, while contributing to stronger and more sustainable African space ecosystems.

In this context, we are seeking a highly qualified Non Key Expert - Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the programme's monitoring, evaluation and learning framework.

Minimum Qualifications and Skills

• University degree at Master's level in evaluation, statistics/data science, development economics, social sciences, or a related field. In the absence of such degree, four additional years of relevant professional experience.
• Excellent command of English.
• Working knowledge of French and/or Portuguese will be considered an asset.

Minimum General Professional Experience

• Minimum 8 years of professional experience in monitoring and evaluation, results-based management, programme evaluation and/or applied data analysis.

Minimum Specific Professional Experience

• At least 4 years of professional experience in the design and/or operation of Monitoring, Evaluation and Learning frameworks for donor-funded or complex multi-partner programmes, including indicators, baselines, data collection protocols, evidence consolidation and/or impact assessment.
• Experience with EU-funded programmes and in Africa is an asset.
