Mission
The division, part of the “Innovation, Payments, Market Infrastructures and Governance” department, is responsible for:
- Financial market infrastructures (FMI), particularly in the context of CSDR, EMIR, and SFTR
- Coordination related to ESMA and international regulatory aspects of market infrastructures
Specifically, the division handles:
- Authorization of CSDs and supervision of settlement discipline and internalized settlement obligations under CSDR
- Supervision of regulatory obligations by non-financial counterparties under EMIR and SFTR
- Representation of the CSSF in national and international groups on financial market infrastructure topics
Role & responsibilities
- Supervise compliance of entities under EMIR and SFTR obligations, including developing supervisory tools
- Utilize large data sets from EMIR and SFTR reports
- Engage with supervised entities, CSSF departments, and other authorities regarding EMIR and SFTR data
- Review notifications related to EMIR exemptions
- Assist in analyzing CSDs' authorization files
- Support processing of internalized settlement reports and settlement fails reports in the context of settlement discipline
- Contribute to ESMA coordination tasks
- Monitor legal and regulatory developments nationally and internationally, supporting their implementation
- Coordinate with other departments, national authorities, and European bodies
- Prepare reports and analyses
- Interpret regulations related to market infrastructure, especially EMIR and SFTR
Your profile
- Master’s degree in economics or quantitative fields (BAC+4/+5) with in-depth finance or law knowledge
- Relevant professional experience is an asset
- Experience with big data management, analysis, or programming (e.g., M, DAX, Python, R) is an advantage
- Proficiency in French and English; German and/or Luxembourgish are a plus
- Excellent analytical and writing skills
- Strong relational and organizational skills
- Flexible, dynamic, proactive
- Ability to work independently and in teams
The successful candidate will be hired as a public employee (“employé de l’État”) under a permanent contract and may be asked to apply for civil servant status (“fonctionnaire de l’État”). Prior to contract finalization, an extract from the criminal record (bulletin n°3), dated within the last 2 months, must be submitted to demonstrate conduct and integrity.
