Position Overview: Serves as Chief, Host Nation Integration Team, US Army Corps of Engineers Europe District. Acts as the District's principal diplomatic interface with senior German Federal Ministry officials and other high-level counterparts. Provides guidance and support across district functions related to engineering, planning, permitting, construction, and coordination with host nation officials. Reports to the Chief, Programs and Project Management Division (PPMD)/Deputy District Engineer. Responsible for recruiting and leading a team of engineers, analysts, and language experts to facilitate collaboration with host nation agencies. Requires broad technical expertise in engineering, science, financial management, budgeting, and related fields.

Key Responsibilities:

  • Develop guidance for complex planning, engineering, and construction projects ensuring host nation compliance and integration into district policies.
  • Coordinate with host nation partners outside Germany, including Italy, Belgium, Romania, and others, establishing beneficial relationships through conferences and partnerships.
  • Advise senior management as a key member of the District Corporate Board, overseeing program progress and providing strategic guidance.
  • Participate in acquisition strategy boards, ensuring host nation considerations are integrated into procurement strategies.
  • Maintain high-level contacts with senior leadership at NAD, HQUSACE, DoD, NATO, and other agencies to facilitate program delivery.
  • Supervise and manage a multidisciplinary staff, including planning, assigning, and evaluating work, and fostering professional development.
  • Develop and implement the ABG75 training program for district employees and international partners, covering logistics, IT, and garrison support.
  • Perform other duties as assigned.

Qualifications:

  • E&T Level V: Graduate from a recognized German engineering institution (Fachhochschule, Berufsakademie, Technische Hochschule) with certification to practice engineering in Germany. Equivalent foreign certifications accepted.
  • At least 2 years of relevant experience at the same level of difficulty.

Language Requirements:

English Proficiency Level C1 and German Proficiency Level C1 required.
