French Consulting is seeking a Lead Project Manager to lead a Healthcare Requirements Analysis (HCRA) in support of the Defense Health Agency (DHA) for the Kaiserslautern Military Community (KMC) in Germany. You’ll work closely with key stakeholders to evaluate existing and future medical facilities—including the new Rhine Ordinance Barracks Medical Center (ROBMC)—and help shape the future of federal healthcare delivery in the region.

This role is ideal for a highly experienced healthcare architect, engineer, or strategic planner who’s ready to lead a high-visibility project with real-world impact.


What You’ll Do


Lead Strategic Healthcare Planning
  • Lead the execution of the HCRA study across all healthcare delivery areas including primary care, dental, lab, pharmacy, and public health.
  • Assess capabilities, gaps, and long-term infrastructure needs at LRMC, ROBMC, and the 86th MDG campuses.
  • Identify Courses of Action (COAs) to align medical facilities with DHA's long-term service delivery strategy.
Research, Analyze & Recommend
  • Analyze changes in healthcare delivery models, practices, population demands, and casualty reception requirements since the original ROBMC design.
  • Evaluate the efficiency, utilization, and patient access across current and planned facilities.
  • Review and interpret space planning criteria, environmental requirements, and infrastructure limitations.
Deliver Clear, Compelling Documentation
  • Produce high-quality reports, post-occupancy analysis, facility layouts, and briefing materials.
  • Facilitate meetings with stakeholders and DHA directorates.
  • Present findings to both technical and non-technical audiences, supporting strategic decision-making.

  • You’re a seasoned professional in healthcare facility planning, architecture, or engineering—especially in complex, multi-stakeholder environments.
  • You understand the nuances of military health systems and infrastructure planning.
  • You’re a confident communicator who thrives on collaboration and delivering meaningful outcomes.
  • You care about getting things right—not just on paper, but in real life, for the people these facilities serve.

Required Qualifications
  • Master’s degree or higher in Architecture, Engineering, Urban Planning, or related field.
  • 15+ years of healthcare A/E experience, ideally with federal or military healthcare systems.
  • Deep expertise in:
    • Healthcare space and facility planning
    • Urban and regional infrastructure planning
    • GIS-based scenario development
    • Environmental assessment strategy
    • Technical writing and reporting
  • Ability to lead multidisciplinary teams and communicate with senior-level government clients.
  • U.S. citizenship and eligibility to work on government contracts.
